The primary purpose of this position is to erve as the Communications Planner, J6, and JFHQ-NCR. Manages and executes C4I (Command, Control, Communications, Computers/Cyber, Intelligence) portion of military exercises and operations in conjunction with federal, state, local guidance, USNORTHCOM, Department of the Army, or other agencies as required.

Duties

Plans, organizes, and participates in a wide range of complex activities involved in Joint Task Force exercise and operations planning and execution to include directing activities of augmentee J6 planners and supporting entities ensuring that program activities comply with legal and regulatory requirements (federal, state, local) and meets JFHQ-NCR requirements. Makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's C4I (Command, Control Communications, Computers/Cyber, Intelligence) capabilities. Represents the J6 Directorate in a variety of exercise and operational planning, garrison planning, and functional area activities. Undertakes or participates in special projects, operational briefings, research, ongoing analyses, investigations, and initiatives that have high priority for J6 management.

  • This position has been designated as Critical Sensitive. The employee is required to obtain and maintain a Top Secret clearance as a condition of employment.

  • The incumbent of this position is subject to recall with little or no notice. Incumbent might be required to work an alternate work schedule, overtime, and/or weekends and holidays, if needed.
  • During periods of exercise or crisis response, serves as a member of a Joint Operations Center and/or as a Liaison Officer, as required.
  • Some TDY is required for this position. The employee may be required to travel by commercial or military aircraft, or government ground transportation in the performance of duties.
  • During exercises, contingencies, and special events employee may be required to supervise military planners/liaisons
  • Disclosure of Political Appointments
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without impairing the capability of the Agency.
  • The applicant must be removed from the Ready Reserve prior to appointment and CANNOT become a member of the Ready Reserve once assigned. Applicants for KEY positions who do not agree to this condition will not be extended an offer of employment.
  • This position is cyber coded under the DoD Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements for each work role at the assigned proficiency levels.
  • Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct
  • observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and/or waived, individual must be reassigned to other duties .
  • Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role.
  • In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of joint military exercise planning program design, practices, and methodology. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve joint exercise planning issues or problems. Expert knowledge of JFHQ-NCR and USNORTHCOM operations and crisis response policies and procedures to ensure the communications aspects of JFHQ-NCR exercise and operational planning practices are consistent with those of the Joint community. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time in grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of joint military training and exercise design, planning, coordination, execution, and evaluation principles, practices, and methodology. 2. Knowledge of joint military operations and crisis response policies and procedures to ensure the communications aspects of training and exercise practices are consistent with those of the Joint community. 3. Expert knowledge of standard C4I solutions to include, but not limited to, NIPRnet, SIPRnet, JWICS, GCCS, HF/UHF, SATCOM, commercial satellite technology, and secure VTC/phone devices. 4. Knowledge of a wide range of cyberspace operations capabilities and organizations that influence joint task force planning, coordination, and execution of exercises and operations. 5. Knowledge of a wide range of qualitative and quantitative methods used to assess and improvement of program effectiveness. Skill in applying complex fact-finding, analytical, and problem-solving methods and techniques. 6. Ability in interpersonal relations and persuasiveness to gain acceptance of ideas and proposals. Skill in written and oral communications sufficient to prepare and present findings and recommendations, develop and present briefings/training, and prepare technical reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
