The Administrative Support Assistant to the Chief Supervisory Health Care, Engineering Service for the Eastern Oklahoma VA Health Care System (EOVAHCS) assists the Administrative Officer by providing information and assistant to Facilities Management Engineer Service, on the practical aspects of office administration and order purchases. Will be Contract Officer Representative (COR) Certified.
Duties
Major Duties include but are not limited to:
Customer Service Support - initial point of contact for the Health Care Engineering Service.
Acts as liaison providing product and service information and resolve any emerging problems with accuracy and efficiency.
Implements emergency procedures as situations occur and activates emergency contact list in accordance with appropriate policies.
Stores records for reference, filing similar material relating to work orders and preventive maintenance.
Personnel and Administrative duties - monitors and tracks 'actions items' and prepares correspondence in final form.
Assists with congressional inquiries
Schedules appointments, coordinates meetings, conferences, and serves as back-up for Administrative Officer during these events.
Controls maintenance of time schedules and tours of duty; must maintain a high degree of accuracy in posting time-keeping data.
Responsible for distributing and closing work orders.
Budget and Finance - serves as COR for the service and advises on and negotiates contracts, agreements, and cooperative arrangements with other government agencies, universities, and private organizations.
Processes progress payments, attends monthly meetings, and reports all appropriate issues to the Contract Officer.
Serves as Control Pont Clerk.
Data information collection, analysis, and review - Plans, develops, maintains, and reviews service data collection methodologies.
Prepares corrective action plans and makes appropriate recommendations for improvements for workflow processes.
Facilitates the extensive and intrinsic use of the work order module.
Pulls reports, provides customers with updates, addressing deficiencies through performance logic program.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade [GS-05] in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of work order processing and procedures. Skills in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Skill in adapting procedures to emergency situations and establishing practices or procedures to meet new situations. Ability to use qualitative and quantitative analytical techniques. Ability to serve as Contract Officer Representative (COR) and affiliated Defense Acquisition University (DAU) certifications (and renewal policy). Knowledge and methodologies for determining and understanding procedures for forecasting workload. Knowledge of various computer software applications to retrieve workload and other types of data for the purpose of performance measure tracking and productivity efficiency reviews.

Have comprehensive knowledge of policies. Skill in adapting policies or procedures to emergency situations and establishing practices or procedures to meet new situations. Ability to use qualitative and quantitative analytical techniques. Ability to serve as Contract Officer Representative (COR) and affiliated Defense Acquisition University (DAU) certifications (and renewal policy). Knowledge and methodologies for determining and understanding procedures for forecasting workload. Knowledge of various computer software applications to retrieve workload and other types of data for the purpose of performance measure tracking and productivity efficiency reviews.
Preferred Experience: Extensive customer service experience and works with minimal supervision. Uses computers, software applications, databases, and automated systems to accomplish work. Knowledge of facility maintenance and support functions, contracts, data processing, tracking, files and records management is preferred but not mandatory.

Physical Requirements: The work is semi-sedentary. The work does include walking, standing, bending, and carrying items such as books, supply boxes, and small parts.
