This position is located at Departmental Offices, Assistant Secretary for Management, Office of Strategy, Planning, and Performance Improvement (OSPPI). As a Program Analyst, you will support the Department's Enterprise Strategy, Performance, and Risk program. The work involves familiarity with organizational performance measurement, strategy, planning, enterprise risk, and program/project management oversight practices and several laws.
Duties
As a Program Analyst, you will:
Lead and coach others on the development of measures that capture the effectiveness of agency programs.
Manage projects, represent Treasury on interagency working groups, and assist with the maintenance and improvement of the agency's performance management framework.
Assist in the preparation of performance reports and information that are presented to top level management, Congressional committees, Office of Management and Budget, General Accounting Office and other pertinent organizations and agencies.
Provide data and recommendations in assessing the state of Treasury programs and policy operations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Experience with strategic and annual planning methods and practices to drive improved organizational performance; AND
- Developing recommendations and negotiating with senior leadership on setting organizational and program performance measures and targets; AND
- Communicating technical information to a broad range of audiences, with particular emphasis on writing and data visualization skills that incorporate a variety of software and analysis tools; AND
- Experience managing customer and partner relationships with high-level officials at other agencies, Office of Management and Budget, and at agency headquarters-level.
For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Experience applying strategic and annual planning methods and practices to drive improved organizational performance; AND
- Experience developing and managing organizational and program performance measures; AND
- Experience communicating technical information to a broad range of audiences, with particular emphasis on writing and data visualization skills that incorporate a variety of software and analysis tools; AND
- Demonstrated experience communicating effectively at multiple organizational levels.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
