This position is located in the Federal Trade Commission (FTC), Office of the Executive Director, Office of the Chief Information Officer (OCIO). The OCIO is responsible for planning and managing all aspects of the agency's Information Technology (IT) infrastructure, telecommunications, and data security in delivering end user services to all FTC staff. The OCIO manages the data centers and all enterprise applications, mission specific applications and the help desk and user support services.

Duties

The incumbent is responsible for developing and coordinating IT acquisition and contract management processes and activities across OCIO. The incumbent will lead full life cycle activities related to IT contracts and serves as the primary OCIO point of contact with the FTC Contracting Officer. The full range of the incumbent's duties includes, but are not limited to, the following: Assist with requirements gathering and analysis to create required documentation for performance-based acquisitions, such as Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), Market Research Reports, Independent Government Cost Estimates (IGCE), and Limited Source/Sole Source Justifications. Perform analysis of contract requirements and recommends alternative approaches to an acquisition. Provide guidance to CORs and/or program managers with post award contract administration. Support and provide direction during proposal evaluations on large IT acquisitions. Advise management on OCIO compliance with Federal acquisition laws, regulations, mandates, and guidelines. Develop methodologies for gathering and analyzing data to create measurable reporting systems for evaluating contractor performance. Analyze and evaluate the efficiency and effectiveness of contracts. Identify deficiencies and provide recommendations and actions plans. Plan, organize, and direct teams on IT acquisitions and negotiates effectively with peers and management when presenting challenging or demanding solutions. Use expert skill in written and oral communications with ability to inform, advise, persuade, and educate management. Present findings on various activities and make final recommendations to obtain concurrence. Develop educational and training materials and provides training to CORs and other staff on various aspects of contract management processes and measures.

Qualifications

To qualify for a Management Analyst (IT Acquisition Management) at the GS-14 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration, specifically those for IT acquisitions. Demonstrated acquisition planning experience from pre- to post-award including understanding acquisition strategy across a portfolio of IT products and services. This may encompass purchases including as software and hardware, professional IT services, and cloud based and consumption-based services such as Infrastructure as-a-Service ((IaaS), Platform-as-a-Service (PaaS), or Software-as-a-Service (SaaS). Knowledge of Federal Acquisition Regulation (FAR) and requirements of law, executive orders, regulations, and all other applicable procedures. Conducting detailed analyses of complex contract management functions and processes including examination of deviations from performance standards. Conducting studies, analyzing findings, and making recommendations on substantive acquisition programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
