The Justice Management Division (JMD), is a component of the Department of Justice (DOJ) that provides a wide variety of support and oversight functions for the Attorney General and the Department's components. The JMD Budget Staff serves as the central budget office for DOJ. The section oversees all aspects of planning and preparation of the budget for the entire Department of Justice, which totals over $30 billion.
Duties
The incumbent provides staff leadership for the (1) development, direction and execution of Department-wide budget operations; (2) promotion, planning and conduct of budgetary review efforts throughout the Department to assist top-level officials in the assessment of objectives, performance, and efficiency; and (3) Department-wide funds controls.
Plans, directs, organizes and coordinates the Department's budgetary functions, including the development of policies and guidelines governing the formulation, preparation and presentation of the individual and collective budgets of the Department.
Develops instructions and calls for budget estimates and operating plans and directs the formulation, preparation, review, analysis, and consolidation of budget estimates and operating plans.
Develops uniform systems for the development of budget proposals, financial operating plans, obligation and outlay controls, and the development and analysis of financial performance indicators; recommends alternatives for approval to the Assistant Attorney General for Administration, as appropriate.
Prepares the Department's budget for presentation to the Department's Senior Leadership; the Office of Management and Budget; and Congressional Appropriations and Authorizing Committees.
Advises Department officials on programs or policy adjustments necessary or desirable as a result of budget execution reports.
In conjunction with the Office of Legislative Affairs and the immediate Office of the Controller, maintains effective liaison with the Office of Management and Budget, the Department of the Treasury, the Congressional Buget Office and Congressional appropriations, authorizing and budget committees on budgetary and program matters.
Initiates and/or recommends reprogramming adjustments and other corrective action if operating plans differ from related allocation tables; and prepares citations for over obligation of funds when required.
Maintains budgetary history and status of current Congressional appropriations, amendments, and supplemental appropriation actions; and keeping abreast of appropriation committee actions.
Participates in the design and implementation of the Department's financial management strategy to monitor planned and actual program performance and resource utilization throughout each stage of the budget formulation and execution cycle.
Participate in the design and implementation of a manpower control system to facilitate the review and control utilization throughout the Department.
Serves as a source of expert advice on funds control and financial management to key officials of the Department.
Reviews monthly financial reports to identify potential areas of reprogramming which must be reported to Congress.
Perform other duties as assigned.
Qualifications

MTQ 1: Expert knowledge and mastery of Federal budget formulation and execution, financial analyses, and the Congressional budget process in order to successfully structure and defend budgets before the Office of Management and Budget and the Congressional Appropriations Committees.
MTQ 2: Demonstrated ability to successfully lead a large, diverse staff of budget, financial, and program analysts in a full array of Federal budget, planning, and financial management processes.
MTQ 3: Extensive experience in analyzing complex problems; providing oversight of budgetary policies, practices, and systems; and communicating analysis, results, and recommendations both orally and in writing to component counterparts, top policy officials, the Office of Management and Budget (OMB), and the Congress in comprehensive and objective manner.
Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be clearly shown in your resume. A separate narrative statement will not be accepted.
