Serves as the Safety and Occupational Health Manager for the Defense Commissary Agency (DeCA) location. The primary purpose of this position is to provide expert analytical services, staff advice, and assistance to senior level officials and employees within the Agency and assigned Area.

Duties

Provides specific procedures for eliminating hazardous conditions and unsafe acts identified through analysis of construction plans or safety inspections. The incumbent possesses the knowledge of psychological and physiological factors to evaluate the relationship of an individual to the working environment and to motivate individuals to perform in a safe manner. Conducts follow-up reviews of report actions to ensure effectiveness and completion of corrective actions. Develops a system in which systemic SOH weaknesses are identified and the procedures to correct the weaknesses are implemented. The incumbent reviews Site Safety and Health Plans developed by activities within assigned Area to ensure the goals of the Agency's Safety Plan are implemented. Provides oversight for the program administration, and provides senior level officials and employees within assigned area subject matter expert advice.   • Physical Requirements: The office work is sedentary. However, the performance of the incumbents site visits, safety surveys and accident investigations requires frequent standing, walking, and may require some climbing.
  • This position is designated non-critical sensitive and the incumbent must be eligible for a SECRET clearance.

At least one year of specialized experience at the GS-11 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector. Applicants must also possess: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.

You may not use education to qualify in lieu of specialized experience, however transcripts are required to determine you meet the Individual Occupational Requirement.
