This position is organizationally aligned in the VA Heart of Texas Health Care Network, Veterans Integrated Service Network (VISN 17), Homeless Program Office. The primary purpose of this position is to provide research and analysis at the VISN level of numerous programs which make up the Homeless Program Office and to support improved, sustainable efficiencies to meet multiple national measures, increase utilization of existing resources and become more cost effective.

Duties

The incumbent serves as a key member within the Homeless Program for data management and production of reports on an array of issues, including performance improvement: establishing data collection systems that are accurate, consistent and congruent with regional and national measures and to achieve program goals (program performance improvement, strategic planning, workload trends, productivity, and expenditures) Have knowledge in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems of a procedural and/or factual nature. Preform the overall analysis and development of specialized information systems used throughout the Homeless and Mental Health service. Is responsible for all data management processes, and he/she will be responsible for maintaining systems, researching and collecting/gathering data, applying a high level of skill in evaluation techniques in analyzing results, applying problem solving techniques and developing processes to improve work flow and care delivery. Utilize individual judgement to determine the most appropriate means to address and display the data to ensure it is meaningful to those reviewing the data. Analyze spreadsheets and data to determine trends related to the data and develop recommendations for courses of action to present to program managers and section chiefs to improve or sustain processes. Develop methods of measurement that adequately identify a valid assessment in meeting established goals and objectives to determine quality and effectiveness and formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of multiple, diverse operations within a complex program. Conducts appropriate and ongoing programmatic and administrative research and maintains accurate understanding of the multiple and diverse programs. interprets new or revised administrative directives and policies, educates staff on the impact and changes required in day-to-day operations if needed, and applies problem solving techniques to aid in reaching required benchmarks. Serves as a liaison between the Homeless Program and health care systems or VA Central Office, to answer difficult or technical questions regarding program functions and desired outcomes. Coordinates multiple contracted, third party administered programs, Grant and Per Diem and Healthcare for Homeless Veterans contracts, for services delivered to eligible Veterans. Reviews and approves use of appropriated funds for expenditures to support homeless Veterans. Applies a high level of skill in evaluation techniques and extensive knowledge of homeless program special purpose funding, analyzing spreadsheets and data to determine trends related to the data and develop recommendations for courses of action to improve or sustain needed resources and if needed, able to provide guidance in carrying out new/revised processes. Maintains an accurate and timely accounting payroll and billing systems for a large annual budget in excess of two million dollars while analyzing, planning, controlling, reconciling, and monitoring of personnel, supplies, equipment, facilities, and financial resources, and coordination of patient processing activities. interprets new or revised administrative directives and policies, educates staff on the impact and changes required in day-to-day operations if needed, and applies problem solving techniques to aid in reaching required benchmarks. Serves as COR for homeless program contracts, ensuring sites are in conformance to national directives and meets monthly for fiscal reconciliation and if needed, establishes process for securing conformance to required standards with each Health Care facility. Work Schedule: Monday - Friday 8:00 am to 4:30 pm (CST) Compressed/Flexible: May be available based on Supervisory Approval Telework: Must reside within 50 miles of Dallas VA due to geographic location of VISN 17 Homeless Program Manager and VISN 17 Chief Mental Health Officer both based out of Dallas VA. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to identify problem and potential problem areas based on daily observance or studies; analyze andmeasure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement. Ability to implement and sustain approved improvements over time; Knowledge of pertinent laws, regulations, policies and precedents to determine their impact on the Homeless Program and related support resources & operations; Knowledge of the issues, program goals and objectives, work processes, and administrative operations of the organization to determine ways to improve outcomes; Knowledge of organizational structures, organizational decision-making and group processes; Knowledge of VA regulations and operating procedures plus skill in applying fact-finding and investigative techniques; Knowledge of skills necessary for dealing with people of varying degrees of education and authority; Knowledge of how to communicate orally and how to communicate in writing, using computer software; Knowledge of how to work simultaneously with a both internal and external stakeholders to meet their needs; Knowledge of, and ability to interpret VHA and medical center policies, regulations, and procedures.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. . OR, Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
