This position is located in the Division of Resource Management and Administration (DRMA), Region IV, Arlington, TX.The supervisor is Joseph Lopez, DRMA Director.This position is Non-Bargaining Unit.This position is subject to Confidential Financial Disclosure and Security Ownership Restrictions reporting requirements.

Duties
The successful candidate will perform the full range of Technical Assistant duties as shown below.Such duties include but are not limited to:1. Serves as the Human Capital Liaison, and manages, facilitates, and executes program areas such as performance management, awards, staffing strategies, strategic workforce planning, training, drug testing and hiring strategies.2. Responsible for independently carrying out a broad variety of complex corporate and mission support assignments, ensures divisional assessments are accomplished, assists the division director and branch chiefs in accomplishing divisional activities and projects including especially difficult management advisory services in areas including, but not limited, to human capital, information/technology management, financial management, organizational structure, data calls and administrative matters, policies and practices to support DRM activities and programs.3. Coordinates assigned activities, as appropriate, with other divisions, other regional offices, headquarters offices and other federal agencies to ensure timely and open communications and alignment in the execution of programs and processes and promote team building.4. Performs special projects, studies, and analyses to identify, evaluate and recommend improvements in efficiency and effectiveness of division and office resource utilization as directed or independently, and to streamline divisional operations.5. Performs functions as a technical expert in corporate and mission support programs carried out by the Division/Region.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
For the GG-13 level: One year of specialized experience at the GG-12 level.
For the GG-14 level: One year of specialized experience at the GG-13 level.
SPECIALIZED EXPERIENCE is defined as: Comprehensive knowledge and understanding of personnel policy, regulations, and practices sufficient to be able to take the lead role in assessing staffing, position management, and in developing hiring and reorganization strategies and proposals, knowledge of Federal government budget policies, and practices, and an understanding of management information and technology systems sufficient to enable multipurpose interaction with these systems in accomplishing assigned responsibilities. The ideal candidate will be able to demonstrate the following:1. Demonstrated ability to assume lead responsibility for a broad range of assignments specifically related to mission support, management support, and/or project management.
2. Demonstrated ability to identify complex issues and recommend successful approaches for resolution.
3. Demonstrated ability to communicate clearly and effectively, both orally and in writing; AND demonstrated ability to establish effective working relationships with managers, Federal, State and local, government agencies, professional committees and coworkers. 4.
