The incumbent is a Program Specialist position that is aligned under the VISN 17 Caregiver Support Program (CSP) Manager. The incumbent is a member of a diverse, multi-professional team who works independently and has extensive experience with program, and project analysis and management. The incumbent is expected to demonstrate leadership, initiative, and resourcefulness in execution of their assigned tasks.

Duties

The incumbent will function as the administrative liaison and coordinator of all activities directly under the VISN 17 CEAT. Assists the VISN 17 Caregiver Support Program Manager in managing the VISN CEAT program, and its associated operations, consistent with National policies and regulations. Develops and maintains a comprehensive strategic plan with measurable outcome criteria. Assures efficiencies within the VISN CEAT program, facilitating system redesign opportunities, as they arise. Provides leadership in evaluation and implementation of new policies/regulations within the National CSP, as it translates to CEAT operations. Designs training curriculum for users and other stakeholders. Addresses essential aspects of legal and ethical issues in CSP/CEAT operations, program planning and implementation. Effectively manages all administrative operations of the VISN CEAT daily; oversight of workload assignments within the VISN CEAT, specific to eligibility determinations, as well as adjudication of appeals. Ensures the VISN CEAT adheres to all National CSP policies/regulations, regarding performance/associated metrics. Consistently monitors utilization, fiscal impact, challenges, and outcomes of CEAT operations. Seeks opportunities for appropriate program expansion, including external support and resources, where indicated. Incumbent complies with all directives and special requirements in preparing annual and cyclic budget documents. Develops operational strategies designed to achieve maximum reimbursement by identifying resource-related programs and outlining specific measures to be conducted among clinical and administrative services. Serves as an administrative specialist on committees and workgroups, specific to CEAT/CSP. The incumbent assists the Medical Staff Office in ensuring compliance with credentialing and privileging requirements. Directs and provides guidance to the VISN CEAT Lead, regarding the personnel management program for these services, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions, credentialing/ privileging actions, etc. The incumbent utilizes the VA-designated platforms for monitoring identified CEAT performance metrics (CARMA/CSP Dashboard/VSSC, VISTA, etc.). The incumbent gathers performance metrics routinely to share with the CEAT staff for process improvement. The incumbent determines pertinent issues and collects, develops, implements, and documents data to independently make CEAT operational decisions. The incumbent handles all stakeholder complaints/concerns, relating to the VISN CEAT. They independently take all necessary steps to try to resolve the issue at the lowest level, elevating any concern to higher management, when applicable. The incumbent will ensure compliance and document complaints, actions, resolutions in the Patient Advocate Tracking System (PATS) portal, per protocols. The facility, VISN 17 Patient Advocate Office and or WSNC Patient Advocate Office (VISN 19, 20, 21, 22) may consult with the incumbent on issues related to the VISN CEAT. Work Schedule: Monday - Friday, 8:00am - 4:30pm CST Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing, evaluating, advising and coordinating health care delivery systems and operations of the VISN 17 Centralized Eligibility and Appeals Team (CEAT) which includes all applicable factors related to making clinical decisions for VISN 17 facility network system of applications and appeals for Program of Comprehensive Assistance for Family Caregivers.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. You will be rated on the following Competencies for this position: Administration and Management Organizational Performance Analysis Organizational Development Critical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
