Duties
Responsible for providing analysis of unique conditions involving sections operations in the Finance Branch. Analyzes, develops, and creates programs using distributed and undistributed resources. Develops statistical and narrative cost data for the Finance Branch, develops and monitors the operational budget requirements of the Branch, prepares justifications and supporting documents for the formal budget process and maintains records of office expenditures. Reviews and analyzes directives and manuals promulgated by higher authority to keep abreast of new or revised policies or procedures relating to organization functions to determine the impact on the Branch.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11:
Experience gathering and analyzing financial information and preparing reports.
Experience in proofreading, correcting, and completing clear and concise documents utilizing computer software programs.
Experience applying general knowledge of budgeting policies and procedures.
GS-12:
Experience in analyzing information to make recommendations in the formulation, establishment or modification of program objectives, plans, and/or policies.
Experience utilizing automated systems and software to enter and retrieve complex data, track information, and to produce a wide range of documentation (i.e. analytical reports, spreadsheets, and statistical charts and graphs).
Experience in conducting management surveys, audits and research projects and providing advisory services to management officials.
Experience in monitoring and evaluating national trends and issues related to facilities operations and programs to determine the impact of their application to the Bureau of Prisons.
Experience that demonstrates knowledge of Unified Financial Management System (UFMS).
