Serves as the manager of Security Branch within OFOM at FHFA. Primary duties include oversight of the personnel security program, including reviewing background investigations and making suitability decisions for staff and contractors. Also oversees staff working on physical security/badging/access issues. Supervises and directs staff engaged in all aspects of developing, implementing, and evaluating the programs and processes related to these areas daily.

Duties

Initiates, develops, coordinates, implements, and administers broad overall personnel security policies and procedures relating to the security evaluation of employees and contractors within the agency. Oversees staff working on and assists in processing security investigations for new hires, reinvestigations of new hires, and makes suitability determinations for contractors and staff. Provides oversight of contractor's access to FHFA facilities and systems. Oversees the sponsorship and adjudication processes for HSPD-12 and related programs. Evaluates the authenticity and pertinence of information to the case under adjudication. Coordinates security clearance requests with staff members and vendors to ensure proper information is obtained. Manages the processing of requests for passing of clearance information to other federal agencies. Conducts training and quality assurance reviews and implements policy and procedures relevant to the background investigation and security clearance areas of the FHFA Security Program. Manages the development and updating of the agency Personnel Security and Suitability policy and handbook. Reviews and approves Standard Operating Procedures to process new hires, contractors, fingerprinting, adjudication, sponsoring and adjudicating HSPD-12 PIV card actions. Reviews Reports of Investigations (ROI) and other findings provided by subordinate staff to make final adjudication decisions of suitability. Direct subordinate staff in providing additional research and verification into issues that may be uncovered in these investigations and may also conduct such research independently. Manages and adjudicates requests for reconsideration. Audits and reviews suitability decisions, background investigation processes, position designation records, and other related personnel security program documentation to ensure all documentation is in line with agency policy, federal standards, and best practices in the field. Serves as primary contact for external audits (OPM, OIG, etc.) of security procedures and practices and develops and leads efforts to respond to audit findings. Liaises with staff in OHMR, OFOM, and other applicable groups to establish procedures for seamless and secure onboarding and security processing for contractors and staff. Oversees relationship with vendors and recommends and implements improvements to standard operating procedures and policies to improve security and efficiency. Provides supervisory oversight to the agency's physical security program. Manages staff involved in the agency's physical security programs, including the issuance of credentials (HSPD-12 badges and personal identity verification cards) and other efforts related to the physical security of FHFA facilities. Supervises a group of employees performing work up to the EL-13 level. Provides administrative and technical supervision necessary for accomplishing the work area of responsibility. Serves as first level supervisor for a staff engaged in the day-to-day operations of the programs listed above. Organizes, assigns, and reviews work, approves leave, makes recommendations on recruitment and hiring, takes appropriate disciplinary action, sets performance standards in collaboration with employees and evaluates that performance, makes recommendations for pay increases and performance awards, recommends, and approves training for staff. Provides feedback on a regular basis and serves as a coach. Is responsible for adhering to all equal employment laws and regulations.

Qualifications

This position requires you to obtain and maintain a Critical Sensitive High Risk Security Clearance: Qualifying experience for the EL/GS-14 level includes one year of specialized experience at least equivalent to the EL/GS-13 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include the following: Developing, implementing, or modifying/updating personnel security policies, practices, and procedures for an agency. Conducting suitability reviews and making final determinations on employment suitability for employees, contractors, or other personnel. Overseeing quality review and audit functions for an agency's personnel security functions, including background investigations, security clearances, suitability determinations, position designations, and other similar activities. Managing projects and programs related to an agency's security programs (such as personnel security, physical security, or emergency management). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
