This Registered Nurse (RN) Nurse Recruiter position is located in Nursing Service at the West Haven Campus location and covers all VA Connecticut Healthcare System locations. This position is a full-time 40 hour per week position.

Duties

Functions as an internal consultant in evaluating programs, resources, and services. Initiates and maintains databases, prepares, reports, and works collaboratively with others to assess variances and project needs. Facilitates recommendations for systems and/or resource changes that will serve to improve the work force and resource utilization. Works collaboratively with nursing administration and Human Resources Management Service to meet resource needs. Forecasts needs based on trends in the VA and in the community. The Registered Nurse Recruiter & Staffing Methodology Coordinator manages and leads the processes involved in the recruitment, onboarding and retention of registered nurses. The incumbent uses nursing practice and clinical knowledge to assess, plan, coordinate, implement and evaluate recruitment and retention efforts of nurse recruitment and retention programs and functions within the facility. The Nurse Recruiter & Staffing Methodology Coordinator collaborates with nursing leadership and human resources to ensure staffing levels are maintained through the suggestion of retention and professional growth opportunities for nurses. Nurse Recruiter & Staffing Methodology Coordinator: Responsible for leading recruitment and retention programs and other aspects related to the maintenance of a highly competent workforce for Patient Care/Nursing Service. Functions as an internal consultant in evaluating programs, resources, and services related to recruitment and retention. Initiates and maintains databases, prepares, reports, and works collaboratively with others to assess and evaluated variances and project needs. Facilitates recommendations for systems and/or resource changes that will serve to improve the work force and resource utilization. Works collaboratively with nursing administration, leadership and Human Resources Management Service to meet resource needs. Forecasts needs based on trends in the VA and in the community. Works in collaboration with facility nursing leadership to identify and take action on variances from established NHPPD benchmarks. As the Staffing Methodology Coordinator, the incumbent plays an essential role in the local operationalization of the Staffing Methodology directive. Provides direct support to Nursing Service to implement the Staffing Methodology directive. In this role, the Staffing Methodology Coordinator organizes and coordinates the process, ensures the final approved process and oversees monitoring and evaluation of the it. The SM Coordinator facilitates the training of all leadership and staff using staffing methodology to ensure they are educated in the requirements. Proposes evaluation of staffing levels based on staffing data. Acts as an expert consultant in inquiry, evidence-based practice, and best practice. Demonstrates knowledge and/or required safety skills in area of assignment. Guides staff in the application of the critical thinking process. Collaborates with the nursing leadership and the interprofessional team to evaluate care delivery, documentation and reporting systems. Plans strategies to initiate needed change and promotes staffing methodology at all levels within the organization. Applies creative techniques to motivate staff to improve knowledge, skill and patient care interventions inclusive of research, evidence, and best practice. Selectee may be required to work at any VA Connecticut Healthcare System campus, as needed. This position is in the Excepted Service. The Professional Standards Board (a peer-review group) will recommend the grade and salary for new appointments based on the candidate's education and experience. For internal selectees being promoted, the board will determine grade and HR will determine step in accordance with policy.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Minimum 5 years of nursing experience preferred Recruitment and Retention experience, as well as Staffing Methodology Experience BSN preferred, MSN preferred Microsoft Office experience, such as Excel, PowerPoint, Word, etc. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Registered Nurses should be physically and mentally capable to perform duties of the position. Position requires standing, lifting, walking and sitting for periods up to 8 hours per day.
