Duties
This Budget Analyst position is located in the Chief Finance Office/Budget and Performance Division Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Aligning budget requests in major program areas with long and short-term strategic objectives performing both long-range and short-term budget planning.
Reviewing and preparing detailed briefings, and financial reports on commitments, obligations, expenditures for assigned program office to resolve discrepancies between planned and actual obligations and expenditures as requested by the Department of Homeland Security (DHS), Office of Management and Budget (OMB), and Congressional committees.
Providing guidance to offices on DHS, OMB and Congressional budget policies, procedures, regulations and guidelines using both experience and a comprehensive knowledge of budgeting concepts and principles.
Drafting, editing, and reviewing new policies, procedures and approaches consistent with the overall TSA operating requirements and strategic objectives.
Qualifications
To qualify for the SV-F Pay Band (equivalent to GS-5/7/9), you must have three (3) years of general work experience, with at least
one year equivalent to the SV-E Pay Band or GS-4 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled.
Specialized experience is defined as:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; and
Plan and organize work; and
Communicate effectively orally and in writing
OR
Bachelor's or higher-level degree in any field from an accredited college or university.
OR
Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience maybe used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a
percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level;
and then adding the two percentages. The total percentages must equal at least 100 percent.
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV- F or
GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the
particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Assisting in preparing budget reports AND
Experience using financial management systems to review/edit budget submissions
OR
Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.
OR
Three full years of progressively higher level graduate education leading to such a degree.
OR
LL.M., if related.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or
GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled.
Specialize experience is defined as:
Preparing written justifications and appeals for program managers to develop compelling arguments for requested resources and
Applying OMB and Congressional budget policies, procedures, regulations, and guidelines and
Analyzing budget execution reports and presenting findings; and
Resolving a range of highly complex budgetary issue.
Education
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
