This position is located in the Office of Technology, Services and Innovation, Information Technology Directorate, Enterprise Platforms Division. The Division Manager of the Enterprise Platforms Division directs an office responsible for the strategic development and maintenance of multiple server platforms within the global USAGM infrastructure which are used in the daily production and distribution of video, audio, and web content designed to be delivered to a worldwide audience.

Duties

As a Supervisory IT Specialist (OS), you will be responsible for duties to include, but are not limited to: The incumbent has day-to-day responsibility for all Agency computing platforms, including protecting the Agency computer systems from harmful viruses and technical attacks on the Agency; ensuring adherence to federal and agency standards and policies, and ensuring that the computer-based institutional "memory" is maintained. He/she manages and supervises through subordinate staff the full range of activities related to the daily administration, maintenance, modification, and upgrade of the USAGM's existing computer platforms and equipment, including the system's configurations and protocols, as well as the associated operating systems and application software. Provides day-to-day supervision of a staff of IT Specialists and technicians and exercises full supervisory responsibility over the Division's staff. He/she is responsible for work assignments, schedules, goals and procedures, performance reviews, career guidance, and counseling for these employees. This involves supervising, directing through subordinate staff, or directly performing the tasks necessary to operating, maintaining, and administering the agency's computer network system. Provides daily 24 x 7 monitoring of the platform and system infrastructure and conducts ongoing performance assessments of the production systems to include improvements to optimize the business continuity level and processes. Performs daily system administrative and remedial procedures on agency computer platforms such as servers, etc. Performs hardware diagnostics to determine the cause of a computer server and/or workstation failure, enterprise file storage management, installing and configuring general-purpose servers, the operating systems which control them, and the application software that executes on the operating systems. Responsible for the day-to-day management and support of all the technological activities associated with the cloud computing environment and monitoring of the USAGM cloud infrastructure. Performs assignments related to contracting for services: Participates in all aspects of the contracting process and serve as an appointed COR on active contracts for the division. Conducts market research, prepares contract documentation for solicitation, award selection and contract oversight post-award; oversees contractor activities; accepts services on behalf of the agency; and approves invoices for payment; IT Security compliance and remediation activities; patch/Vulnerability management. The Division Manager leads the evaluation and implementation of new information modifications and extensions to both the server and workstation infrastructure assuring that the agency is taking advantage of new technologies to simplify agency procedures as well as any applicable economies.

  • This position is not covered by a Union Agreement.
  • This position has been designated supervisory requiring that the selectee serves on an initial appointment as a supervisor or manager serve a one-year probationary period. This position may require serving a one-year probationary period.
  • If selected for this vacancy, you may be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-15.

Qualifications

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below: Experience leading the development, management, delivery and or integration of highly complex IT Enterprise Information Technology Platforms and services. Experience leading and developing technology vision, transformation, strategy, or roadmaps for an IT Enterprise division or program. Experience evaluating complex Enterprise IT environments/Systems and providing innovative technical recommendations and solutions to senior management. Experience leading IT Enterprise modernization initiatives, projects and implementation of new technologies and platforms. Experience leading, providing direction, managing, and supporting the overall planning, oversight and direction of an IT Enterprise Platforms support division, staff and or program. Information Technology Specialist (OS) COMPETENCY REQUIREMENTS: Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). Customer Service - Thisskill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.
