Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and is assigned to the Structured & Project Finance Division - Commodities & Extraction. The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the supervisor. Duties include, but are not limited to: Serves as the Relationship Manager for complex portfolios of transactions-Manages and services complex transactions, including long term corporate and structured transactions, asset backed transactions and participation in limited recourse project finance transactions. Analyzes all documentation and considers options: a) structures transactions in accordance with international agreements, bank policies and guidelines with consideration of the borrower's financial condition, and general financing terms specific to the relevant sector or industry; and/or (b) reviews the financial documents related to the borrower's financial and operational structure, as well as the strategic plan and competitive environment, in each case with a view towards determining reasonable assurance of repayment for pending applications; and/or (c) with respect to existing transactions, offer recommendations of potential changes to structures to improve a borrower's performance and/or competitive circumstance. Negotiates, under management's guidance, with participants for financing terms, guarantees, risk sharing arrangements, other credit enhancements, credit restructuring or other credit modifications, as necessary. Coordinates with other Divisions of the Bank as transaction specifics warrant. Identifies key issues and recommendations in a memorandum and advocates the recommendation to the appropriate approval body. Determines the scope of advisory work and participates in the request for proposal process for advisor hiring and selection. Oversees the work of financial advisors and coordinates with the relevant agency staff the work of external counsel, independent engineers, and other third-party advisors, including day-to-day interface with advisors. Identifies key issues and makes recommendations with respect to advisor relationships. Collects and reviews various credit documentation to evaluate the borrower's financial condition, ensure compliance with executed agreements and determine capacity to repay potential debt. Evaluate the ability of exporters, suppliers, off takers and other participants to perform under the terms of the transaction or contract and/or project viability. Negotiates, under management's guidance, with participants for financing terms, guarantees, risk sharing arrangements, other credit enhancements, credit restructuring or other credit modifications, as necessary Completes various reports based on transaction report requirements and/or transaction report preparation procedures to include credit memorandum, board memorandum, amendments, annual risk rating reports, and restructuring reports. Prepares and presents credit memorandum for senior managers credit approval. Prepares and presents briefings on significant issues and problems relevant to the transactions managed. Participates on internal working groups and committee's and may represent the bank at various meetings and conferences.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in analyzing at least two of (i) project financial models, (ii) structured finance models and/or (iii) corporate financial statements; Experience undertaking risk analysis and presenting at least two of (i) asset-backed, (ii) limited recourse project finance, and/or (iii) export finance loans for credit approval; Experience with an agency's/organization's programs, policies and procedures, as well as the OECD Arrangement, the Berne Union, and/or multilateral agency frameworks; and Experience in leading teams consisting of internal legal and technical colleagues and external advisors to achieve successful financial closures in a timely manner which includes negotiation of complex finance documentation. Education cannot be substituted for experience at the GS-13 grade level.
