The incumbent serves as the Voluntary Services Specialist of the facility's CDCE/ Voluntary Service office reporting directly to the Chief.
Duties
The incumbent has responsibilities related to the full scope of business defined above. Due to the cross-cutting nature of this office, the incumbent shows a comprehensive understanding of the federal government, VA and each of its Administrations, with a primary focus on VHA; to include the relevant laws, regulations, policies and procedures, accrediting organizations, as well as the organizations within the agency to facilitate a systems-oriented approach to the Center's success.
Major Duties:
Planning, establishing and implementing policy; developing short and long-range program goals and objectives; and managing, evaluating, and coordinating (internal and external) resources of across the service.
Provide oversight under the direction of the Chief, CDCE/Voluntary Service for all of the organization's general post funds and in-kind development activities,
Conduct and analyze routine needs assessments, manage the day-to-day operations of the philanthropic development activities, and monitor all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts.
Manage and participate in the interviewing, scheduling, placement, and evaluation of volunteers.
Conduct appropriate follow up activities to ensure both adequate supervision and assignment training are provided.
Serve as the first-line supervisor and coordinator for specific volunteer programs which typically include a variety of diverse assignments.
Resolve issues as they arise and consults with the Chief, CDCE/Voluntary Service if policies or procedures require review and/or revision.
Provide for a practical and effective volunteer service recognition program, regularly acknowledging the concerted efforts of volunteers, on both individual and group levels, as appropriate.
Ensure that all volunteer personnel files are prepared in accordance with The Joint Commission and standards for VHA volunteers.
Conduct a system of internal reviews for quality assurance to ensure all programs operate at a high level of effectiveness and efficiency along with ensuring compliance with accrediting and regulatory agencies.
Coordinate data analysis from diverse sources to prepare reports and evaluations of CDCE/Voluntary Service programs and other initiatives.
Evaluate programs and activities and formulates recommendations for program improvements.
Plan and execute a variety of complex internal and external special events, including VISN-wide and national events where the local facility is a key host or sponsor, or responsible for securing major monetary or in-kind donations and volunteer support.
Maintain detailed records of each event and/or program and preparing After Action Reports.
Assist with budget development, contracting, procurement, logistics, planning, personnel, public relations, engagement and development of public/private partnerships.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
coordinating and administering a volunteer program, to include recruitment, placement, and evaluation of personnel;
using qualitative and/or quantitative methods for the assessment and improvement of program effectiveness;
serves as a local subject matter expert on volunteer and donation management;
publicizes a program to recruit volunteers and accepting gifts and donations while abiding by laws and/or regulations;
implementing and planning special events in the community and implementing national initiatives to advance the program mission.

Education: To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcripts Required).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities is also required.
