This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of Operations and Management, Division of Administrative Services. Duties

This position will be filled as competitive temporary appointment not to exceed one year. The appointment may be extended for an additional one year for a total of two years or may be made permanent without further competition. This is a supervisory position, and the selectee may be required to serve a one-year supervisory probationary period. This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Supervisory Management and Program Analyst, you will serve as the Director of the Division of Administrative Services, within the Office of Operations and Management. You will be responsible for implementing senior level management-directed goals and objectives to achieve an efficient, effective organization in support of the HAB and HRSA mission. Your major duties and responsibilities include: Providing leadership, direction, coordination, and control over management of the division to assure balanced, comprehensive support and guidance of Bureau-wide administrative operations. Performing work, serving as an expert and planning/managing the projects and supervising the staff in carrying out wide-ranging activities involved in the planning, developing, evaluating, presenting, and executing of a variety of administrative programs and resources for the Division. Applying a wide range of qualitative and/or quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects, and systems. Examining current and proposed organizational assignments in terms of program changes to identify overlaps or the need for consolidating functions to achieve maximum utilization of staff and make recommendations to the supervisor. Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: Analyzing systems or strategies for long-range implementation and administration of programs and initiatives to address the human capital needs and activities of an organization. OR Providing consultative leadership and direction to staff in the evaluation and implementation of policies, standards, and procedures to improve management and policy activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
