The Program Specialist, as an extension of the Head Nurse Educator, assists and supports the Education department Head Nurse in daily administrative functions, outcomes management, performance measures, and product/equipment/supply management. Provides a variety of services essential to the direction, operation and functioning of the nursing education department and independently plans and carries out all assigned projects in accordance with pre-established deadlines and agency policies. T

Duties

Note: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The Program Specialist has overall knowledge of organization and business management practices. S/he must be able to recognize problems that would adversely impact the service and is knowledgeable and able to assist in their resolution. Charged with the responsibility for continued operation of administrative management of the nursing education department; this includes, but is not limited to interpreting administrative policies, assisting with developing local polices and competency tools, defining administrative requirements, and/or providing advice to the Head Nurse on related issues. In this capacity the incumbent must interact with other services to obtain necessary input and concurrence and to monitor and ensure adherence to approved policies and procedures. Organizes and coordinates administrative data relative to required statistical reports, daily reports, monthly reports, yearly reports, and ongoing special actions. Provides administrative support on HR related documents for the nursing education department: organizational Charts, 6-part folders, position descriptions, functional statements, SF-52 (Request for Personnel Action) forms, Professional Standard Board Action forms, awards, memorandums, input for performance appraisals etc. Assists the AO with onboarding tasks required for new employees to assure appropriate access to necessary software, databases, and systems, communicating with new hires to provide guidance and assist with orientation, training, and acquisition of necessary equipment to perform duties. Prepares and reviews purchase order for supplies and non-expendable property such as medical equipment utilized in the delivery of patient care and education, as well as furnishings for administrative and clinical areas, office automation equipment, etc. Incumbent serves as a liaison to local Office of Information and Technology (OIT) to procure personal computer hardware and software and other specialized equipment necessary to the effective functioning of the Service. Maintains and monitors control point fund balances and resolves any related problems in an independent manner while always keeping management informed. Responsible for developing space requests and coordinate movement of assets with Engineering Service and Environmental Management Section (EMS). Coordinates the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephones, and short-term storage. Performs other duties as assigned. Work Schedule: Administrative day tour, Monday - Friday, 0800-1630 or 0730-1600. In order to qualify for this position, you must meet one of the following: Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed below is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum qualifying for the position to be filled and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Transcript must show a degree was conferred in order to qualify on SAA.) ~OR~ Specialized Experience at the GS-7 level: Possess one year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience interpreting complex administrative and operational regulations/guides and presenting the material in an easy-to-understand manner to front line staff; experience interpreting regulations and explaining them in laymen's terms to customers; and experience developing and impending performance improvement measures, to include data collection and analysis and preparation of reports on a routine basis that reflects the performance of the service. (NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.) ~OR~ Education Substitution: Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must possess 1 full year of progressively higher-level graduate education leading to a master's degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist. (NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.) ~OR~ Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist. (NOTE: Transcripts must be submitted with your application materials.
