The position is located in the Bureaus of European and Eurasian Affairs and International Organization Affairs, Office of the Executive Director, Post Management Division (EUR-IO/EX/PMO). The incumbent provides temporary duty coverage either domestically or overseas and expert advice and operational support in all phases of the management of the organization's budget activities.
Duties
Provides expert financial advice to senior management on budgetary topics, including appropriate uses of funding, "colors" of money, projected financial requirements for current year and out-years, etc.
Reviews annual and five-ear financial plans and funding requests, and balances and makes recommendations on funding amounts and sources for competing priorities.
Leads/participates in meetings with other financial professionals and senior leaders to set and reset priorities, ensure cross-cutting programs are funded appropriately, and direct timely execution of all yearly spending plans.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience preparing a short and long-term budget for an organization.
-Experience executing a year end budget.
-Experience performing a budget formulation.
There is no substitute of education for specialized experience for the GS-13 position.
