This position is located in the Department of Technology Services, Administrative Office (AO) Technology Office.
Duties
The position will be responsible for managing the planning, budgeting, and financial components of information technology (IT) programs and services for AOTO. The incumbent will also perform multiple and varying assignments under the direction of the Chief of AOTO.
The incumbent must have experience in managing the programs and budgets of IT oriented organizations, to include multi-million dollar budget planning and execution, programming for current and future fiscal years; and support to Contracting Officer Representatives (CORs). Given the highly technical nature of this organization, such as working with emerging and cutting-edge technologies, the incumbent must have a good understanding of IT technologies and terminology.
Duties may include, but are not limited to, the following:
Planning, programming, and executing the budget of a multi-million dollar organization to include new capability acquisition, and the monitoring and reconciliation of commitments, obligations, and disbursements. Ensuring that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and policy.
Serving as the subject matter expert for the execution of the program budget to include financial reporting to office leadership, transaction monitoring, and variance analysis of planned to actual obligations and disbursements.
Developing multi-year budgets with input from AOTO leadership to enhance and improve the operational effectiveness and efficiency of AOTO.
Coordinating with the Department of Technology Service's Resource Management Branch on the AOTO's budget formulation and execution requirements as part of the judiciary IT Fund.
Reviewing and assisting the COR with acquisition activities to include, but not limited to, the development and review of Independent Government Cost Estimates, and the processing of contract invoices.
Creating and delivering compelling written and oral presentations and work products to a range of audiences from IT practitioners to executive level management.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience managing the planning, budgeting, and financial components of information technology (IT) programs.
