The primary purpose of this position is administers appointing and associated authorities on behalf of the Commander; to provide comprehensive advice on the full range of human resource management functions to the Commander, key managers, and supervisors; to integrate the program objectives of military and civilian personnel administration with allied and related programs for the Joint Functional Component Command for Integrated Missile
Defense.
Duties
Administers appointing and associated authorities on behalf of the Commander and Deputy Commander for joint military personnel from all four services and federal civil service personnel at a Component Command.
Provides advice and information to Commanders, joint (Army, Air Force, Marine, Navy, Active Duty, Guard, Reserve, DoD civilian) military/civilian, managers/supervisors, military member, and employees on a variety of military/civilian personnel human resources procedures, personnel management programs, joint command policies and procedures.
Creates, processes, monitors and details the status of numerous personnel actions and reports.
Incumbent is assigned specific projects and performs command studies and evaluations as necessary (Manpower Validation, promotion boards, award boards, etc.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- May travel by military or commercial air to conferences, meetings and other functions away from the duty site.
- May be required to work overtime and to work on holidays or weekends.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and methodology of the occupation to permit independent performance of recurring assignments or to carry out difficult but conventional assignments, operations or procedures. Knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems of a procedural or factual nature. A practical knowledge of established concepts, principles and practices in the administration of federal and military personnel. Knowledge of Army, Navy, Marine and Air Force directives in the administration of military personnel programs.

EDUCATION: master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, rules, and regulations governing federal military, guard, reserve, and civilian personnel.
2. Knowledge of military and civilian pay budget policies and procedures with use of appropriate military and/or civilian pay systems and Defense Travel System.
3. Knowledge of recruiting and retention programs, Military Reserve recruiting, Civilian Education Programs, to include knowledge of administering special programs and drug testing.
4. Skill in analyzing a wide variety of work force data to provide recommendations for improving the human resources management program.
5. Ability to communicate effectively both orally and in writing necessary to make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
