About the Position: The Director, Humphreys Engineer Center Support Activity (HECSA) is responsible for Supervisory Program Management of the Support Activity serving HQ USACE and the HEC in two geographical locations in the National Capital Region and synchronizes resource management, security/protection, safety, operations, information technology, logistics/facility management, and human resources support. Duty Station is: GAO building in Washington DC and HEC installation in Alexandria, VA

Duties

Create and manage a balance of services and functions at the GAO building in Washington DC and the HEC installation in Alexandria, VA Uses subordinate supervisors to direct, coordinate or oversee work of non-supervisory employees. Gives guidance to the subordinate leaders for the long and short-term goals of the division. Responsible for the training and readiness, evaluation of division personnel, operational requirements, and training/certification requirements. Exercises position management responsibilities and ensures positions are designed and structured to ensure optimum efficiency, effectiveness, and economy in accordance with the USACE Position Management program. Exercises delegated managerial authority to set a series of annual, multi-year or similar types of long-range work plans for in-service and contracted work. Implementation support activity programs for HQ USACE including resource management, library ,security/protection, occupational health and safety, human resources, SHARP, conference services, administrative support, training/workforce development. Ensures planning and execution for contracting, legal, facility management, public works, logistics, equal employment opportunity/diversity and inclusion, and information technology in support of HQ USACE and the installation. Responsible for directing and monitoring all day-to-day and long-term planning and operations Formulates goals, policies, and objectives for the organization. Executes comprehensive programs to improve productivity, cost effectiveness, and efficiency of installation activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position may require the incumbent to lift up to 5 lbs.
  • Travel between two duty locations of the GAO building in Washington DC and the HEC building in Alexandria, VA
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.

Formulates policies and oversees the implementation of programs. Assists in all day-to-day and long-term planning and operations. Participates in the preparation of yearly and long-term budget. Through subordinate supervisors and staff, manages all assigned activities, directs the work of, and performs the full range of supervisory personnel management functions for employees. Assigns work to subordinate employees, monitors progress on assignments, provides guidance and assistance in solving problems and reviews finished work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
