This is position in the Office of Pipeline Safety, Pipeline and Hazardous Materials Safety Administration (PHMSA), Department of Transportation (DOT). If selected, you will undertake a wide variety of program analyst assignments related to (1) the analysis of legislative and regulatory proposals and (2) the development of program and policy options on pipeline safety matters and the formulation of recommendations to management officials.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with quantitative and non-quantitative models to evaluate data and make recommendations on new business processes. Experience conducting studies on program operations to assess efficiency and effectiveness. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience using business intelligence software and Excel to evaluate data and make recommendations on new business processes. Experience in the developing, editing and communicating the results of analyses both in writing and verbally. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Experience using business intelligence software and Excel to evaluate data and make policy recommendations. Experience in the developing, editing and communicating the results of analyses both in writing and verbally for budgetary, fiscal, regulatory, legislative, human capital or outreach and partnership with stakeholders. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Data Management: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Written and Oral Communication: Ability to communicate in both formal and informal settings, including communicating effectively with employees, attorneys, management of all levels.
