Duties

This position is located within the Department of the Interior, Office of the Secretary (OS), Office of Diversity, Inclusion, and Civil Rights (ODICR), Washington, DC. This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level GS-14 the major duties of this position include, but are not limited to the following: 1. Analyze and prepare reports/presentations using various sources of workforce data to monitor trends and identify and recommend actions to eliminate systemic barriers to equal employment opportunity (EEO) for women, persons with disabilities, and individuals from racial and ethnic minority groups. 2. Aid in preparing the DOI's Management Directive (MD)-715 Annual Report and plan by preparing the workforce data analysis and assessing agency-wide compliance with model EEO program performance measures. 3.Provides advice and assistance to senior officials in setting EEO and Diversity, Equity, Inclusion and Accessibility (DEIA) goals, policies, as well as procedures for establishing short- and long-range program objectives and evaluating progress, to support MD-715 goals. 4. Provide expert technical advice concerning workforce and other EEO related data analyses, barrier analyses, and other related workforce diversity, equity, inclusion, and accessibility (DEIA) activities. 5.Provide expert interpretations of relevant EEO laws, related guidance material from the EEOC, new legislation, and current federal sector best practices to senior officials to resolve basic and complex EEO-related matters and to promote proactive EEO compliance. 6. Participate in employment outreach activities and the establishing of partnerships with schools, colleges, universities, and other minority serving institutions. 7. Participate in the planning, organizing, and execution of ethnic and cultural awareness activities/events to commemorate and acknowledge the contributions of our nation's diverse groups. 8.Coordinate, develops, and conducts EEO related training and briefings to senior leaders and employees. The OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information for Washington, DC: GS-14 $132,368 - $172,075 per annum. Remote Duty Location: Pay will be set according to selectee's geographic area. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) analyzing statistical data and preparing data briefings for non-technical audiences, including developing pivot tables/cross-tabulations and data visualizations; 2) reviewing, interpreting, and drafting organizational personnel policies and standard operating procedures to ensure compliance with EEO-related legal authorities; and 3) delivering EEO and DEIA-related trainings to employees.
