The primary purpose of this position, GS-0301-13 LOGISTICS DATA SYSTEMS PROGRAM MANAGER, is to provide technical direction, system design and engineering, implementation and maintenance consultation. Serves as a program manager/monitor for detailed automated processing to enhance weapon system support and depot operations.

- This position may require travel. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Traveler may be assigned to government quarters while on field assignment.

- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of Information Technology (IT) principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organizations IT compliancy requirements; knowledge of business processes and operations to assist with IT insertion and integration. Knowledge of policy and planning formulations process along with it's missions, goals, and objectives to review IT policies and plans; knowledge id system architecture, integration techniques, and testing methods sufficient to conduct feasibility studies NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan, organize, and execute complex projects/programs meeting performance/cost/schedule requirements.
2. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of assigned projects/programs.
3. Ability to communicate effectively in both spoken dialogue and written formats and maintain good working relations with personnel in all disciplines and levels of knowledge; ability to work and coordinate with other engineering and non-engineering disciplines.
4. Ability to direct studies and research the field of material management to improve system readiness and general management.
5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
