This position is in the Food Disclosure and Labeling Division (FDLD) of the Fair Trade Practices Program that oversees a wide range of programs designed to assure fair trade in the marketplace. As Project Manager you are responsible for the Division's CRM database performing a variety of complex assignments and to provide recommendations to Division management on the operations and maintenance, and development projects needed to enhance the CRM system.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Leads, plans, and executes strategies for system operation and maintenance, development projects and quality assurance of the Division CRM system.
Develops and monitors progress against an AGILE based project plan which identifies program milestones and associated tasking and timeframes.
Serves as the liaison between the Division?s system/software users, customer and stakeholder groups and IT manager and development teams
Coordinates and facilitates feedback sessions, testing workshops, and other user-driven meetings and workshops to assess whether products meet documented user requirement.
Briefs Division on progress in meeting deadlines for completion of assignments, projects and tasks, and ensures team members are aware of and participate in planning to achieve goals and objectives.
Monitors and approves Cooperative Agreement and CRM invoicing, identifying, and reconciling payment issues with budget officer or Contracting Officer (CO).
Contributes to other IT projects and data analysis as assigned and represents the Division in IT related meetings.
Requirements

- Within one year of encumbering this position, the incumbent must acquire and Agile Project Management Certificate, or a Certified Scrum Certification. A minimum Level I COR certification is required.
- Work is performed in a typical office setting with occasional travel for short durations.
- The work is primarily sedentary but may require physical movement throughout the business office facilities as well as some lifting of books and files
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Applying policy, regulations, and guidelines to determine compliance with Federal, State or Local requirements relative to the Division's operations with supervision.
Communicating orally and in writing to internal and external stakeholders, program/policy specialists and IT development staff with management oversight.
Participating in an AGILE project management process or AGILE certification program including planning, development, implementing and executing or knowledge of the AGILE life cycle and current development methodologies, techniques, and tools in order to interface with IT managers and developers about user needs with supervision.
Assisting in developing and/or updating Standard Operating Procedures, templates, guidelines and/or instructional documents.
Experience with entering data into a Salesforce-based Customer Relationship Management (CRM) database system or similar database system.
Contributing to contracts and contract negotiation related documents.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Independently applying policy, regulations, and guidelines to determine compliance with Federal, State or Local requirements relative to the Division's operations.
Communicating orally and in writing to internal and external stakeholders, program/policy specialists and IT development staff with minimal supervision.
Leading part of an AGILE project management process or related project management process, including planning, development, implementing or executing and knowledge of the AGILE life cycle and current development methodologies, techniques and tools in order to interface with IT managers and developers about user needs.
Developing and/or updating Standard Operating Procedures, templates, guidelines and/or instructional documents.
Experience managing a Salesforce-based Customer Relationship Management (CRM) database system. Support planning of IT tasks and deliverables required for the continued evolution of the CRM system, including creating and maintaining project plans and descriptions; and preparing briefings and reports as needed.
Contributing to the managing of contracts and contract negotiations.
