Duties

The primary purpose of this position is: To serve as a Program Analyst responsible for assessing the current scope and scale of cyber operations capabilities, readiness, and programs across the special operations forces (SOF) enterprise. A cyberspace operation is the employment of cyberspace capabilities where the primary purpose is to achieve military objectives or effects in or through cyberspace. The incumbent works collaboratively with other team members and functional experts to analyze functions and programs, plans, manages activities, and integrate workforce related analyses and associated administrative management functions that are critical to mission success. The incumbent coordinates, organizes, and plans cyberspace operations strategies to ensure effective operations and secure information networks. Duties: USSOCOM Enterprise SOF cyber infrastructure project leader/manager responsible to manage, direct, coordinate, oversee, and report complex projects; defines scope, priority, and staff; provides technical direction. Manages Cyberspace Operations Programs to ensure situational awareness and Offensive Cyber Operations (OCO) and Defensive Cyber Operations (DCO) are executed. Acts as a USSOCOM Cyberspace Operations Subject Matter Expert (SME); utilizes cyberspace program expertise and critical analysis creating, evaluating, or providing advice, technical guidance, and training. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point.

  • The employee must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes wide range knowledge and skilled of management engineering principles, concepts, methodologies, guidance, military command structure, missions, programs, organizational relationships and programs goals and objectives, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed executive-level recommendations and decisions relating to those efforts; In-depth knowledge in the application of analysis of manpower requirements determination to provide credible defense of manpower determination products and decisions and authoritative technical leadership, advice, and assistance on very complex, controversial, or precedent setting matters; Knowledge of a practical methods of qualitative and quantitative assessment and improvement of cyber equipment programs related to readiness, and resolving conventional problems in conformance with established criteria. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, concepts, and theories of Cyber Operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex, but well- precedented assignments. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Knowledge of cyber operations to perform studies and prepare reports, briefings, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of analysis sufficient to perform difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
