You will serve as a Credit Card Program Manager in the Force Logistics and Ordnance Department of COMNAVSURFPAC.
Duties
You will function as the Agency Program Coordinator for the Department of Navy Consolidated Card Program Management Division.
You will provide overall management and execution for purchase, travel and fleet cards.
You will provide guidance, training, advice and assistance to subordinates as well as Force Accounting Officer and other finanical analysts.
You will plan, develop and conduct program analysis to identify problem areas to improve the overall card program.
You will assist subordinate Agency Program Coordinators in preparation for semi-annual reviews, Procurement Management Review (PMR), audits and fraud/misuse/abuse investigations.
You will implement any necessary changes to government card policies and procedures.
You will formulate long-range plans and policies with respect to the expansion of the program and formulate effective program management controls.
You will take corrective action where fraud, abuse or misuse is uncovered.
You will provide timely, accurate and insightful accounting reports to assist upper management in decision making.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using accounting systems to analyze credit card transactions to ensure compliance with accounting principles and policies for a Government Commercial Purchase Card Program (GCPC).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree degree
OR
Possession of an LL.M. that is related to this position being filled.
