This position is located in the Strategic Management Service at the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, Arkansas. The incumbent functions under general supervision of the Associate Chief of Staff (ACOS) for Quality, Safety and Value (QSV) and performs job functions independently. The primary purpose of the position is to collect, analyze, and report on data associated with the Quality and Risk Management section of Strategic Management Service.

Duties

Researches, compiles, analyzes and summarizes data needed for monthly reporting purposes and any reports and/or presentations needed by SMS leadership, Chief of Staff, Medical Center Director's office, VISN Quality Management and VACO Risk Management. Completes a variety of reports and provides backup support to risk manager and quality management coordinators to expedite completion of reports. Maintains a schedule of suspense/due dates for timely submission of reports for which he/she is responsible. Provides advice and guidance on the interpretation of the data, administrative directives and instructions. Schedules meetings, prepares agendas and compiles minutes while ensuring correct composition and grammar for Peer Review Committee and any other meetings as assigned. Acts as Administrative point of contact for Medical Center providers with questions or concerns related to Peer Review. Prepares reports, letters, and correspondence, and prepares documents needed for data presentation at Medical Center and Quality Management committees. Develops, analyzes, and maintains data systems that provide reports to CAVHS Leadership on Peer Review, Risk Management, OIG cases, and tort claims. Participates on appropriate Medical Center Committees, task groups, and other groups as directed for planning, problem-solving, program development, and program analysis. Collaborates with other service lines/programs to problem solve and develop action plans to improve service delivery. This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration - Other Status candidates Work Schedule: Monday to Friday 8:00 am to 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops, analyzes, and maintains data systems that provide reports to Leadership; uses automated systems to extract a variety of clinical data for inclusion into required material; researches regulations, polices and standard operating procedures; collaborates with other service lines/programs to problem solve and develop action plans to improve service delivery; maintains files for reports and other forms of confidential correspondence; and maintains excellent communication skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a completed Master's or equivalent graduate level degree OR 2 full years of progressively higher graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one full year of graduate education or superior academic achievement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:No special physical qualifications are required to perform the work. The work requires the ability to move around the office and clinic and requires some standing, walking, bending and carrying of light items up to 20 pounds such as office files, copy paper and supplies.
