This position is located in the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties The position serves as a Supervisory Program Analyst ("Section Chief") in the Security, Intelligence, and Information Policy (SIIP) Section within the CRCL Programs Branch and as a technical expert and advisor to the Director of Programs and CRCL leadership. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Program Analyst, GS-0343-15, your typical work assignments may include: Serve as a key technical expert and advisor to CRCL senior leadership on complex and challenging issues relating to civil rights and civil liberties in DHS programs concerning, security, intelligence, information sharing, screening and vetting. Recommend policy changes that support and promote civil rights and civil liberties laws and regulations throughout the Department. Represent CRCL at high-level meetings with senior level DHS personnel, representatives from other government agencies, Congressional staff and non-governmental organizations. Develop and maintain internal instructional and informational materials for use in improving and standardizing business practices. Provide a full range of technical and administrative supervision, to include planning work accomplishments, setting/adjusting work priorities, Evaluating work performance and developing performance standards. Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess at least one (1) year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: Serving as a subject matter expert in the identification and analysis of civil rights and civil liberties issues in documentation for programs with a direct public impact (e.g., screening and vetting people, biometric and biographic information sharing, or security operations), such as concept of operations, standard operating procedures, internal decision memoranda, agreements, and other similar documents. Crafting standards, procedures, or policies to preserve civil rights and civil liberties in the development, application, and use of existing or new security operations with little or no policy precedent. Developing strategies and mechanisms to implement civil rights and civil liberties safeguards (e.g., rules for data access, sharing, redress, or auditing) for programs with a direct public impact. Communicating issues and concepts (written and orally) to identify salient issues and recommendations for leadership's consideration as well as others in an organization. Representing organizational interests in high level intra-Departmental meetings. Supervising teams of subject matter experts, policy advisors and/or analysts. Substitution of education in lieu of specialized experience may not be used for this grade level. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
