Duties
This Legislative Correspondent position is located in Legislative Affairs (LA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Research, analyze, and develop information on Congressional activities and legislative actions of considerable scope, complexity, and importance.
Recommend procedural framework for keeping TSA informed of developments in the legislative area. Coordinates actions and maintains desired liaison relationships between and among TSA staff and the Department of Homeland Security (DHS) on congressional actions and for effective exchanges of pertinent information.
Maintain historical files for the office on congressional actions, including House and Senate reports, printed hearings bills, and public laws.
Manage and maintain program records and files, including highly sensitive information; develop standard operating procedures for records management/retention to comply with TSA records management requirements.
Communicate with internal and external stakeholders and representatives of Congressional staff to obtain information on communications that frequently involve negotiation and persuasion.
Serve as an expert consultant on all phases of correspondence functions and related activities to coordinate the work and resolve issues and concerns.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G band and H Band) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Assisting in preparing, reviewing, and/or modifying correspondences, documents and spreadsheets utilizing computer software applications (e.g., Microsoft Word, Outlook, Excel, PowerPoint); and
Experience compiling and tracking data, maintaining records, and researching legislative policy.
OR
Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.
OR
Three full years of progressively higher level graduate education leading to such a degree.
OR
LL.M., if related.
OR
Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Drafting or editing high-level correspondence with appropriate formatting, spelling, and with the desired intent of the speaker; and
Researching and gathering legislative and policy information; and
Researching and evaluating complex problems, analyzing a variety of information and materials and providing recommendations based off knowledge of organization, programs, mission, and functions.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Drafting letters and memoranda, tracking and maintaining legislation/records, conducting legislative research, and communicating with stakeholders; and
Conducting qualitative/quantitative analysis of organizational effectiveness and efficiency; assisting in preparing draft project papers and staff reports for review by supervisor; and managing a steady volume of work by balancing competing deadlines and priorities; and
Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
