This position is located in the Government Accountability Office (GAO), Chief Administrative Office, Infrastructure Operations (IO) unit, Immediate Office. This position provides timely, high-quality administrative & analytical support needed to accomplish IO's mission & strategic initiatives. The staff represents IO on a range of vital GAO-wide efforts related to facilities, security, emergency preparedness, records & privacy, management analysis, and strategic initiatives.
Duties
As a Management Analyst, PT-0343-2, your typical work assignments may include the following:
Performs a wide variety of administrative, technical and analytical duties pertaining to program and activities during all budgeting process phases.
Uses qualitative and quantitative analytical skills to analyze, evaluate, and improve the efficiency of internal administrative, organizational, or management operations.
Provides guidance, consultation, and assistance to IO Management on aspects of Union negotiations related to IO issue areas. This includes, but is not limited to: new agency policies and programs; space negotiations; facilities projects; new training; collective bargaining; and unfair labor practices.
Serves as a liaison to or a member of IO teams tasked with researching, analyzing, developing, and applying a wide range of qualitative and/or quantitative methods to identify, assess, and improve administrative and operational programs.
Serves as the project manager on numerous ad hoc projects/programs requiring the ability to identify issues and concerns, develop a process to evaluate a wide variety of situations, and report conclusions and recommendations.
Assists the Program Manager, Internal Communications for IO, with managing agency-wide communications and coordinating with Chief Administrative Offices and Mission Teams on other communications.
Drafts and reviews memorandums of understandings resulting from Union negotiations and helps develop official responses to Union concerns and comments.
Qualifications
Minimum Qualification Requirements:
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower band/grade, equivalent to the PT-I, PE-I, AC-III level in the Federal service.
Specialized experience is defined as demonstrated experience in (1) conducting studies and analyzing programs and technical information for logic, clarity, and consistency; (2) managing projects to include developing project plans and monitoring projects to ensure projects remain in scope, on time, within budget and properly resourced and (3) provide recommendations to improve the efficiency of internal administrative operations, organization, and/or management
