This National Guard position is for a CONTRACT SPECIALIST (TITLE 5), Position Description Number T0048000 and is part of the FL USPFO, National Guard.

Duties

As a CONTRACT SPECIALIST (TITLE 5), GS-1102-11, you will plan the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Perform market research/analysis to determine availability of the requirement; analyze market trends, commercial practices, conditions and technological advances and determine the sources to be solicited. Determine appropriate method of procurement using a wide range of contracting methods and contract types. Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyze contracting issues and recommend best course of action. Perform acquisition planning along with the program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable.

  • Incumbent must possess or be able to acquire the appropriate level security clearance for this position.
  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army?meet our mission requirements as a Contract Specialist. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MINIMAL EDUCATION REQUIREMENT: This position has an education requirement. You must possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees **ALL APPLICATIONS MUST BE ACCOMPANIED WITH DOCUMENTATION IN THE FORM OF AN OFFICIAL COLLEGE TRANSCRIPT THAT REFLECTS A COMPLETED BACHELORS DEGREE WITH THE 24 SPECIALIZED HOURS. To be considered for this position, you must have completed the required DAWIA training for Level 1 certification. **Your DAWIA Course Certificate Level I must be uploaded with your application** SPECIALIZED EXPERIENCE: Do you have at least 12 months at the GS-09 level performing work in the following areas as applicable to the position being filled: Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, Award of contracts that includes forming a contract, and Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills. Must have Level 1, DAWIA Foundational Certification.

Education

Mandatory Positive Education - Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
