This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), Position Description Number T0046000 and is part of the FL USPFO, National Guard.
Duties
As a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), GS-1102-13, you will exercise direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Leave request approval authority; assures adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures under 5 U.S.C. 2302(b)(8); taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures.
Requirements

- Incumbent must possess or be able to acquire the appropriate level security clearance for this position.
- Must be able to obtain and maintain a Secret security clearance.
- Must complete DAWIA Course Certificate Level I.
- Must possess a bachelor's degree prior to appointment.
Qualifications
AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be in block 24 on your latest SF 50 (General adjustment).
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
CERTIFICATION: The Defense Acquisition Workforce Improvement Act (DAWIA) requires specific training requirements for current contracting and acquisition employees. You must submit with your application a complete DAWIA Course Certificate Level I to be eligible.
MINIMAL EDUCATION REQUIREMENT: Minimum education requirement a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
SPECIALIZED EXPERIENCE - GS13: Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions.
NOTE:
Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) as this position is required to hold a warrant as a condition of employment.
TEMPORARY PROMOTION- For On-board FLNG Title 5 selectees only: This is a special program funded position. Permanent employees in the Title 5 excepted civil service who accept this position will retain their permanent tenure status AND return to their previous Title 5 position if/when funding is halted.
INDEFINITE APPOINTMENT-For On-board FLNG Title 32 selectees only: An on-board individual employed in the Title 32 excepted civil service who accepts this position, will receive an indefinite appointment (Tenure 3) to the T5 Excepted service. The indefinite appointee will have no reemployment rights to any other position and may be separated.
INDEFINITE APPOINTMENT- For FLNG Members (Not Current T5 or T32 Onboard) Selectee will receive an indefinite appointment (Tenure 3) to the T5 Excepted service. The indefinite appointee will have no reemployment rights to any other position and may be separated.
