Research Program Specialist reports to the Supervisory Research Health Science Specialist in the Orlando VA Medical Center. Provides support for active Research Investigators, VA personnel/non-VA personnel. Assists in the implementation of the Human Research Protection Program (HRPP), the Office of Research & Development (ORD) and Office of Research Oversight (ORO) respective rules and regulations, Prepares the institutional quarterly compliance reports for Research Service.
Duties
Research Program Specialist will be the primary procedural, administrative and expert resource for the Orlando VA Medical Center Regulatory Research Committees including but not limited to the Research & Development Committee (R&DC), the Subcommittee for Research Safety (SRS) and the Institutional Review Board (IRB) to review all research projects involving human subjects conducted by VA personnel.
Duties include but are not limited to:
Provides information regarding research regulatory policies, procedures, and submissions in accordance to Federal and VHA regulations.
Assists in the implementation of the Human Research Protection Program (HRPP) following the Office of Research and Development (ORD) and the Office of Research Oversight (ORO) rules and regulations.
Assists in the preparation of institutional compliance reports for the Research Service.
Prepares agendas, records detailed minutes, and assigns reviews in preparation of meetings.
Reviews protocols, investigators' studies and previews new studies for content and completeness ensuring adherence to local, ORD, ORO and FDA requirements.
Maintains continuous communication with field coordinators, ORD, ORO, and other Federal and State regulatory institutions.
Maintains up-to-date knowledge of Department of Veterans Affairs and Federal regulations governing medical research including but not limited to studies involving human subjects.
Prepares and conducts trainings to investigators and regulatory research committees regarding basic guidelines, Federal regulations and ethical issues.
Informs of potentially controversial findings, issues, or problems of a research study.
Coordinates and organizes research studies, coordinates with staff and line management personnel, and conducts all phases of an approved research project plan.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
PREFERRED EXPERIENCE: Knowledge of Human Subject Research regulations and at least 2 years' experience as Research Committee Coordinator preferred.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and resolve problems surrounding the award program; Collaborate, communicate, set priorities; organize the work in order to meet deadlines; Interpret and maintain compliance with established processes, policies, and regulations; Communicate effectively, both orally and in writing; Preparing research reports in various formats and presenting data to various organizational levels; Maintains up-to-date knowledge of Veterans Affairs and Federal regulations governing medical research; Knowledge of studies involving human subjects; Reviews protocols, investigators' studies and previews new studies for content and completeness ensuring adherence to local, ORD, ORO and FDA requirements; Coordinates and organizes research studies, coordinates with staff and line management personnel, and conducts all phases of an approved research project plan. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in science field. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Physical Requirements: The work is sedentary with no strenuous physical demands, light filing and walking to and from offices.
