About the Position: Work under the general direction of the Exceptional Family Member Program (EFMP) Branch Chief who provides broad guidance and direction. Incumbent is the principal advisor to Soldier and Family Readiness Directorate (SFRD) Chiefs for all facets of the EFMP budget.
Duties
Primary advisor to the Exceptional Family Member Program (EFMP) Branch and Soldier and Family Division Chiefs in the development of the budget requirements for their respective programs.
Monitor the Army's business practices, initiatives, and long-range EFMP needs and develop policies and programs to improve EFMP budget planning and contract management.
Conduct studies on the execution of the EFMP program to include but not limited to placement of EFMP families, availability of EFMP programs offered at installations, or within close proximity of the Army installation.
Use analytical techniques, knowledge of automation and applications of management processes and techniques to improve administrative support systems, forecast budgets, and manage funding requirements for division actions.
Prepare and present orally or in writing information and decision briefings at the conclusion of the evaluation of management, e.g., General Officer, Director or Executive Officer, of an organization.
Analyze the total funding requirement and advising the Division Chief and leadership how to best package the requirements to fully utilize the allocated funding in support of the established priorities.
Responsible for consolidating/prioritizing multi-million-dollar requirements and for developing the Division spend plan.
Requirements

- Temporary duty travel (TDY) may be required up to 10% of the time.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience which includes developing criteria for measuring program effectiveness; assisting in the development of procedures to improve budget planning or contract management; and preparing briefings for leadership on program findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
