This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans, Washington, DC. The primary purpose of this position is to support the development of cross-Departmental strategy, policy, and plans, in coordination with appropriate DHS stakeholders, in the DHS cyber mission space. Non-BU: This is a non-bargaining unit position.

Duties

As a IT Specialist (INFOSEC), GS-2210-14, your typical work assignments may include: Establishing, revising, coordinating, implementing, and advising on cyber, emerging technology, and cyber-related infrastructure, or resilience policies or program activities. Analyzing significant cyber or emerging technology policy issues affecting the federal government, private sector, international community, or state, local and tribal governments. Developing or reviewing position papers, technical policy documents, long-range strategies and plans, and other policy strategic recommendations. Advising senior government or private sector officials on cyber, emerging technology, and cyber-related infrastructure or resilience policy. Representing policy positions in interagency or other working groups involving Federal departments, foreign, state and local governments, the private sector or academia. Researching and recommending appropriate actions or interpretation of policy issues impacting the serviced organizations. Qualifications

Basic Requirements: For all positions in the 2210 Occupational Series individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. GS-14 Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Reviewing existing policies to ensure alignment with organizational missions or initiatives; 2) Conducting operational assessments to support policy, strategy or implementation activities; 3) Representing an organization in meetings to discuss issues involving cyber, emerging technology, or infrastructure security; and 4) Collaborating with stakeholders to assess policy needs. (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible). Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
