The incumbent serves as a Supervisor in the Business Administration Service (BAS) assigned to Outpatient Primary Care and/or Specialty Clinics within the VA Southern Nevada Healthcare System (V ASNHS). The incumbent will be primarily located at one of the Community Based Outpatient Clinics or the VA Medical Center. The incumbent will be assigned to selected areas based on Service needs and must have sound knowledge of inpatient and outpatient services.
Duties
Major Duties:
Supervisor performs a wide variety of analytical and evaluative duties in BAS.
Supervisor serves in a multifaceted capacity in support of the Chief, Business Administration Service.
Responsible for demonstrating flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality and builds customer confidence by professional dress and demeanor.
Responsible for duties related to the supervision of all HAS staff in the assigned areas of: Customer Service, Enrollment/Eligibility and Beneficiary Travel, Means Testing, Veterans' Identification Cards (VIC), Admissions/Discharges/Transfers, Emergency Department, Scheduling, Pre-registration, Insurance Card Buffer (ICB) Capture, Specialty Service Consult management, Electronic Wait List (EWL) management and Telephone management.
Coordinates the leave of the AMSAs, approving time and leave as appropriate and managing for cross-coverage in order to provide adequate coverage across all administrative areas.
Instructs employees in assigned tasks and job techniques, conducts formal and informal on-the-job training and answers questions on procedures, policies, and directives.
Work Schedule: Monday - Friday 7:30am -4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of eligibility, enrollment, health benefits, means testing, and other programs associated with the Health Benefits and Enrollment section is essential to the effectiveness of the outpatient clinics assigned.
Knowledge of VA medical benefit entitlements, clinic structure and functions and available ancillary services.
Knowledge of agency goals and objectives and methods of evaluating program accomplishments and the structure of VAMCs..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-09.
