The purpose of the position is to serve as the eligibility assistant in the Health Benefits Unit of Health Administration Service (HAS) at the West Palm Beach VA Health Care System. Patient Services Assistant (PSA) performs assigned duties in a manner that promotes quality health care and outstanding customer service committed to serving the Veteran.
Duties
The Patient Services Assistant serves as the hospital's transfer coordinator as a point of contact and liaison for all requests concerning transfers to and from West Palm Beach VA Healthcare System. The duties required to fulfill this position include, but are not limited to:
Determines eligibility/entitlement for benefits of all applicants using various methods including income assessments, military documents including separation papers, awards, and commendations.
Conducts interviews with patients who apply for medical benefits in person.
Responsible for entering demographic information, military service data, insurance, and income information into the Vista system.
Submits documents to HBC in support of any changes to the eligibility status and the resulting priority-group including satisfied warrants for fugitive felons.
Explore all possibilities on behalf of the Veteran prior to making the decision the Veteran is ineligible.
Ensure the applicants file contains ineligible date, ineligible reason, and the ineligible alert to prevent treatment in the future.
Ensure a letter is prepared to advise the Veteran of his ineligibility status and this change in status must be communicated to the healthcare provider.
Advise Veterans of their entitlement to various medical benefits and discusses co-payment requirements.
Provide exceptional customer service by exceeding the customer's expectations.
Actively listen to customers with respect and concern.
Pay attention to the details of the customer's needs and help the customer arrive at a satisfactory solution.
Must be flexible, adaptive and enthusiastic to exceed the customer's needs.
Performs other related duties as assigned.
Work Schedule: Monday-Friday 08:00 a.m.-04:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Responding to inquiries from Veterans, their family members, medical center staff and other internal/external agencies regarding healthcare and eligibility
Complete data collection ensuring accuracy
Researching laws and regulations pertaining to eligibility and entitlement for benefits
Interprets computer generated reports and data processing capabilities
Data input and generate reports using office automation and software programs

Physical Requirements: Work is primarily performed in an office setting within the Medical Center. Mostly sedentary; however, there will be some periods of walking, bending, and lifting.
