The primary purpose of this position, FINANCIAL MANAGEMENT SPECIALIST, GS-0501-12, is to serve as an Air Force Working Capital Fund financial specialist within an Air Logistics Complex performing various financial management, budget, and analysis functions in support of Depot Maintenance mission, goals, and objectives.
Duties
Perform various financial management/budget functions for the development of operation targets, sales rates and prices, budgets, exhibits and in support of the execution of funds, customer orders, capital investments, measurement of financial and/or program performance, and provides management advisory services.
Use automated financial management systems and computer generated products in accomplishing financial management and/or program management assignments.
Serve as senior financial management specialist providing advice, guidance and general oversight to other financial management specialists and other functional areas with a need to know.
Serve as a consultant providing advisory services regarding proper methods, techniques, and factors for decisions support.
Identify and develop improvements to complex processes in the areas of expense, capital investment and commodity budget development, workload and resource projections, equipment life cycle management and execution analysis.

- PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-8, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program. IAW NDAA 2012, rm 2/5/2013
- Overtime may be required to accomplish assigned duties.
- May perform other duties as assigned.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes compiling and summarizing budgetary and execution data, narrative information, or justification, quantitative financial and workload related data, and root causes in accordance with prescribed procedures and regulations; perform financial analysis of all repair, service, commodity, program, and/or expense category; and perform budget execution and/or program management work involving monitoring obligations and resulting expenditures, milestone and equipment life cycle management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets.
Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Working Capital Funds (WCF).
Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents. In-depth knowledge of the organic CSAG-M functions, to include financial and production related operations, policy and procedures found in base level, AFSC, HQ AFMC, and DoD regulations, capital and operating budget preparation, rate structures, revenue calculation, expense/investment development and tracking, and financial/program analysis required to maintain a solvent CSAG-M fund.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance.
Overall comprehensive knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Work is generally performed in an office setting and is mostly sedentary. There may be some bending and carrying of light items. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other office buildings.
WORK ENVIRONMENT: Most work is performed in a properly hearted and ventilated, air-conditioned, and well-lighted office setting. The employee observes normal safety precautions when working in and traveling away from the work site
