The Program Assistant (OA) position will serve in the Caregiver Support Program in the Social Work Service at the Mann-Grandstaff VA Medical Center in Spokane, WA.

Duties

Major duties of the position include but are not limited: You will provide operational support to Caregiver Support Program members and perform the full range of clerical, business, and administrative duties that ensure an efficient and effective PCAFC review process. You will independently on ongoing projects and continually updates and analyzes records for providing accurate and timely information upon request. You will assist the team to ensure the secure transmission and receipt of documents needed to make eligibility, tier level, discharge, and appeal determinations for the PCAFC comply with VHA privacy rules. You will act as timekeeper for Caregiver Support Program, maintaining time and leave records as needed and directed by position supervisor. You will prepare the budget and completes monthly, quarterly, and annual reporting to meet National program requirements; monitors execution of national program funding. You will be responsible for preparing, modifying and issuing all authorizations of care for approved service, as well as, tracking, reviewing and processing invoices for these services. You will participate in training receive education, training and operations guidance as it pertains to the PSA role on the Caregiver Support Program process standardization nationally. You will plan effectively, set priorities, coordinate activities, have a high degree of skill in oral and written communications with a variety of people from different backgrounds and different levels of understanding, and present a positive image of the VA. You will develop and maintain financial spreadsheets, ensuring appropriate utilization of funds and making certain that there are not budget deficits and be responsible for reporting this information to the Caregiver Support Program Coordinator. Work Schedule: Monday - Friday 8:00am - 4:30pm Compressed/Flexible: Not Authorized Telework: Ad-Hoc may be authorized - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Proficiency Requirements: Clerk-Typist, Office Automation Clerk/Assistant, Clerk-Stenographer, Data Transcriber, and Positions with Parenthetical Titles of (Typing), (Office Automation), (Stenography), or (Data Transcription) In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience (equivalent to at least the GS-04 level or pay band in the Federal service) that includes performing the following duties: Specialized experience must demonstrate: performing standard clerical assignments by gathering engineering data used to develop reports, reviewing documents for proper grammar, spelling and punctuation, and operating computer hardware and software (such as: MS Word, MS Excel, MS Outlook, or SharePoint). Examples of specialized experience include: Collect, compile, and track data and statistical information independently from existing data bases in order to provide comprehensive support; coordinate incoming data from a variety of sources, reviews documents, reports, and/or applications or omissions and inconsistencies, and ensures data entry is complete and accurate; develops and manages applicable facility contracts; reviews and distributes incoming mail, manages suspense's, prepares outgoing mail and prepares office correspondence; answers phones, responds to information inquires and takes messages, receives visitors and directs them to appropriate staff, and maintains filing systems. Coordinate meetings, prepare meeting minutes and schedules conferences. Nonclinical support by telephonic technical trouble shooting of equipment. Nonclinical documentation in electronic health care record system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school level education in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRASCRIPTS REQUIRED) You will be rated on the following Competencies for this position: Attention to DetailClericalComputer SkillsFlexibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is performed by sitting, standing, bending, and stooping. The employee is required to obtain records from files, and carry files, manuals, and other light objects. Occasional travel is required to provide support at conferences, workgroups, programs or meetings.
