You will oversee the application of sound Systems Engineering, Integration, and Testing processes in the Command's research and development efforts in countermeasure systems, hardware prototypes, software code, laboratory testing, field test plans, and system verification and validation to fulfill the mission of the NAVY CYBER WARFARE DEVELOPMENT GROUP (NCWDG).

Duties

You will independently perform complex systems analysis to provide solutions and recommendations of new procedures and methods to support EW and cyber capability development. You will review technical documentation for accuracy, completeness, best practices, and engineering rigor; and perform analyses on system performance. You will coordinate with customers within and external to NCWDG to refine system requirements documentation, review statements of work, and develop work breakdown structures (WBS) for the development of EW and cyber capabilities. You will identify and develop work packages and assist in the identification of vendors and contractors. You will coordinate with team members and Department Head on project expectations, priorities, and timelines, as well as brief senior leadership on projects, problems, risk mitigation and cost.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying technical expertise in the development of system designs, hardware prototypes, software code, laboratory testing, field test plans, and engineering fundamentals to assess contractor proposals and technical approaches to fulfill established mission objectives and determine best course of action for capability development for the agency; 2) Independently performing complex systems analysis to provide solutions and recommendations of new procedures and methods to support Radio Frequency and cyber capability development; 3) Ensuring regular reporting of capability development status, including technical and programmatic risk areas and schedule changes; 4) Interacting with cyber commands and staff to understand war-fighting needs and translating those needs into technical system requirements. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A.) Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B.) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
