The primary purpose of this position is to provide expert advice on the Department of the Air Force (DAF) spectrum dependent (S-D) equipment acquisitions that require access to the electromagnetic spectrum. ***Salary ranges includes local market supplements***

Duties

Performs program evaluation of a full range of spectrum management engineering programs carried out at command and wing/installation level throughout the agency; and develops and executes improvement/ enhancement plans. Performs professional electronics engineering work involved in the application of advanced theories, concepts, principles, and processes in the area of Spectrum Management. Participates in conferences and meetings to deliver presentations on substantive mission and support issues, project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives as it relates to the substantive mission of the DAF in the area of Spectrum Management. Implements electromagnetic spectrum engineer programs and special projects. Serves as a project officer responsible for the successful implementation of various electromagnetic spectrum engineer programs/projects without technical assistance.

  • A professional engineering degree at the bachelor’s level from an ABET accredited institution in Electronics Engineering or a closely related engineering discipline is highly desired.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: mastery of advanced electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services; extensive knowledge of advanced concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter spectrum management standard practices, processes, and known techniques; expert knowledge in the principles of planning and spectrum program management to execute significant projects which represent an important segment of the agency's operating program; knowledge of integrated information systems, communications methods, and related support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of electronic systems or devices; knowledge of other engineering disciplines and of standard agency and FCC regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of professional electronics engineering, and knowledge of other engineering disciplines to effectively apply advanced engineering principles and concepts to new applications, and experimental theories in the area of Spectrum Management; a minimum baccalaureate degree in electrical/electronic engineering is mandatory. 2. In-depth knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of spectrum management operations and evaluation of the same. 3. Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs in the area of spectrum management and related administrative programs such as PPBS, acquisition, and workforce development and training. 4. Skill to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current systems and processes. 5. Skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Skill to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
