You will serve as a Facility Planner in the Strategic Facility Planning Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This is an interdisciplinary position which will be filled by one of the following series: Community Planner (0020), Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), Electrical Engineer (0850). Series 0020 $86,151- $111,996 Series 0808,0810, 0830 $88,521- $114,366 (SSR 414H) Series 0850 $93,261- $119,106 (SSR 422H)

Duties

You will conduct and coordinate assignments related to the orderly development and economic management of shore facilities and land use at the Department of the Navy installations. You will initiate, formulate, interpret and document objectives, policies and functions pertaining to facilities and land use development and management at the commands. You will conduct planning studies and develop project documents for clients to resolve specific facilities and land development or management issues. You will act as the technical representative in matters involving contract task orders modifications and claims.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Preparing/updating/validating project documentation (i.e. DD1391s, Form22s, Form 42s) to ensure project requirements are met. 2. Preparing/updating/validating Property Records and Facilities Requirements Plan (e.g. Basic Facility Requirements justifications and Facility Planning documents). 3. Examining/conducting/verifying prior Asset Evaluations as to the adequacy/inadequacy of existing facilities considering probable costs or proposed alternative solutions to ensure conformity to the installation Master Plans. 4. Formulating/validating a facilities development plan to identify sites for future facilities within the framework of an established land use plan that considers development constraints; and 5. Serving as Navy Technical Representative (NTR) /Planner in Charge (PIC)/ Contracting Officer Technical Representative/Task Order Contracting Officer Representative to support contracts that provide the same range and level of services through private Architect-Engineer consultants. For the GS-0810, Civil Engineering, GS-0830, Mechanical Engineering, GS-0850, Electrical Engineering: Have successfully completed a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the GS-0808, Professional Architecture Series: Have a bachelor's or higher degree in architecture.

OR

Have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.


OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities

OR

I lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
