Duties

As an Public Health Analyst (Policy and Issues Management) you will: Contribute to the development of public health policy briefs and position papers on key issues. Participate in analyzing public health legislation, regulations, executive directives, Departmental policy issuances, and other highly visible actions to determine their relevance to the public's health as well as to the organization's plans, programs, and activities. Research, gather, and produce materials for use in briefings, meetings, and hearings. Establish and maintain relationships with key officials, agency stakeholders, community groups and the general public in order to communicate and disseminate public health program information which results in an understanding of the agency's mission and activities. Assist in developing the organization's short and long-range goals, and also assist in program evaluation and the measurement of program outcomes. Work with OD/Center/Program Office Directors and managers in achieving objectives and resolving sometimes complex problems that involve the media, the public, Congress or interest groups; or involve negotiation with other CDC components or agencies of the DHHS, or other organizations. Serve as a point of contact for information about program goal setting and evaluation activities.

Qualifications

Minimum Qualifications for GS-11: Applicants must have one year of specialized experience at or equivalent to the GS-09 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience contributing to the development, implementation, and evaluation of components of projects or program operations related to public health. OR Education: Have a PhD in Public Health or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. OR Combination of education and experience: Have a combination of experience and education that meets 100% of the qualification requirements for this position. Minimum Qualifications for GS-12 Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience planning, managing, and evaluating public health programs, projects and policy, to include legislative developments. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Yes. Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
