The position is located at the Lt. Col. Luke Weathers, Jr. VA Medical Center: (Memphis, TN): Under the supervision of the Chief, Business Office, the incumbent is given the widest range of responsibilities to include full authority to independently reach decisions and implement programs and assure that deadlines are met. Incumbent has full delegated authority equal to the Chief in any managerial, programmatic, or administrative matters of the Business Office.

Final application disposition will be completed once all positions have been filled or the announcement reaches the end of the open period stated in the announcement. ****** The Medical Administration Officer (Deputy Chief), Business Office, provides direct supervision to all Program Managers of the Business Office, such as: Memphis Scheduling Program Manager; Eligibility and Registration Program Manager; Clinical and Data Program Manager; Health Information Management Service Program Manager. The Assistant Chief is fully involved in personnel management, budget control, planning, and data retrieval of each program. The Assistant Chief serves the Business Office and other management/supervisory personnel by analyzing, evaluating, advising, and/or coordinating administrative operations. Under the purview of the Chief, the Assistant Chief assists in the development and implementation of internal administrative policies, compliance with Veterans Health Administration (VHA) guidelines, standards, and requirements of various accrediting and regulatory organizations while maintaining an atmosphere conductive to the accomplishment of Memphis VAMC and Business Office goals. Duties include, but are not limited to: Leads in the developing internal policies and programs concerning such matters as EEO, Merit Promotion, Employee/Labor Relations, and position management. Directs new employees and ongoing employee in-service orientation to meet the dynamic nature of a joint venture facility, changing external requirements, changes in facility operations and heightened demands by executive management, clinical and administrative staffs. Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents Chief, Business Office at labor management meetings, provides information, resolves conflicts, and/or problems that may arise and assures Program Managers are familiar with the negotiated agreement. Hears and resolves staff concerns and complaints. Establishes and maintains excellent relations with various groups and organizations such as other hospitals, medical societies/schools, regional colleges and institutions of learning, volunteer work groups, news media and the community at large. Provides influence, motivation, and persuasion which foster the acceptance and exercise of sound management concepts, practices and innovations. Undertakes special studies of various organizational segments or individuals having program responsibility. Studies may be prepared in terms of cost-benefit analysis, workflow and efficiency, or task structure in terms of organizational effectiveness. Conducts studies of resource allocation and utilization; makes recommendations to management to ensure efficiency, economy, and balance in operating programs. Collaborates, under the direction of the Chief, Business Office, on service project, designs and plans, and conducts studies in all areas of the healthcare system including administrative and clinical services, which may substantially change existing work operations and procedures. Develops, implements, and coordinates budgetary programs to monitor utilization of and for integrating Veterans Equitable Resource Allocation (VERA) funding allocation principles. Assists in planning Full Time Employee Equivalent (FTEE) for new and existing programs. Works closely with service personnel involved in budget planning and statistical projections utilized by management to assure an accurate and workable plan. Monitors implementation and compliance with recommendations resulting from external audits or surveys conducted by various agencies and organizations. Collaborates, with the Chief, Business Office, in making resource decisions relating to acquisition of new equipment and FTEE and assists with the coordination or resources to ensure the success of construction, location, and space allocation projects. Conducts various projects assigned directly by the Chief, Business Office, pertaining to the implementation, development, and application of the Business Office Automated Data Processing (ADP) System. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides leadership and guidance in coordinating medical administration needs; Responsible for making and implementing decisions directly affecting patient care; Provides active and well informed administrative participation in planning for the delivery of healthcare; Manages on-site meetings with other agencies/organizations and program officials; Analyzes and interprets workload and other data used in strategic resource planning initiatives as a result of VHA program usage; Serves as a consultant on legal aspects of matters involved in admission, retention, and discharge of patients; scheduling and outpatient clinical services, medical eligibility/member benefit information and medical records administration; Served as an advisor to the upper echelon of management concerning short and long range station plans and overall station policies; Administers monetary accounts and released funds based on regulatory requirements; Prepares and presents patient administrative statistics required for internal reporting by management, professional staff and Central office; Performs workload surveys and scheduling studies in clinics and admission service and various professional services and recommends changes in the work distribution and scheduling policies; Manages, directs, supervises, and administers a variety of hospital-wide service functions which are primarily work supporting programs and processes (i.e. Inpatient administration, Outpatient clinical administration, Health Information Management (HIMS), Data Extraction & Management, Program Application Specialists, Centralized Call Center Scheduling, scheduling compliance, enrollment/eligibility programs, Beneficiary Travel, and Veterans Transportation System and activities contributing to the Revenue Cycle. Creditable Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Your resume must have clear titles and dates of experience claimed to receive credit. Quality of Experience. Experience is only creditable if it is either directly related to the position to be filled or in a related field. Qualifying experience must also be equivalent to the next lower grade level. Experience satisfying this requirement must be active practice, which is paid/non-paid employment. Part-Time Experience. Part-time experience is creditable according to its relationship to the full-time workweek. For example, 1 week of fulltime credit for each 2 weeks of half-time work. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
