You will serve as a MANAGEMENT ANALYST in the Chief of Staff Office of the Navy Engineering Logistics Office for the NAVY SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will serve as the subject matter expert for the Management Internal Control Program (MICP) Internal Controls over Operations in the Chief of Staff Office. You will plan, direct, coordinate, and organize in-depth analyses and review of organization's management controls program (MICP) and related program requirements. You will develop strategies, recommend innovative solutions to address issues of significance, and ensure the effectiveness, accuracy and consistency of the material furnished. You will serve as project leader or as a Process Improvement SME and facilitate significant quality and process improvement activities using various Process/ Continuous Improvement (CPI) strategies across the enterprise. You will oversee a full range of programs, functions, and activities applicable to Management and Internal Controls, compliance and audit efforts, and executive-level management analysis activities. You will develop the NELO position on issues when responding to higher headquarters' reports and provide guidance to subordinate organizations for implementing approved recommendations. You will use data analytics and/or data analytics tools to develop risk informed metrics where appropriate as well as data visualization tools to display MICP metrics and trend analysis and other information.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience developing, issuing, and implementing policies, directives and other guidance related to risk management, and management controls, and measuring effectiveness and efficiency of operations; 2) Planning, directing, coordinating, and organizing in-depth analyses and review of organization's management controls program (MICP); 3) Establishing policies and procedures to mitigate and control inherent and execution risks in organizational processes; 4) Reviewing and analyzing impact, effect and intent of program legislation, appropriation language and OMB, DoD, and DA directives and regulations for various programs; 5) Defining and implementing process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit cost, increased quality, and effective and efficient use of resources.
