Duties
You will serve as SUPERVISORY IT SPECIALIST (INFOSEC) in the INFORMATION TECHNOLOGY AND ASSURANCE DEPARTMENT, U.S. NAVAL OBSERVATORY in Washington, D.C.
You will assign, supervise and approve work efforts within the division including long-range work plans and schedules.
You will coordinate activities which contribute to the certification and accreditation of automated information systems (AIS).
You will assess the risk management, security, and contingency planning programs.
You will implement standard operating procedure for data, network, and scientific application protection within the appropriate levels of security.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 level Advanced (A) within 12 months of appointment.
Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Manages and configures network services.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides support to the end user by diagnosing and solving a variety of computer and system problems.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides advice and guidance to managers and customers.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applies methods and practices for troubleshooting, recovering, modifying, and improving systems to solve complex problem
GS-14: In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience coordinating all activities which contribute to the certification and accreditation of automated information systems (AISs).
Experience interpreting, writing, or developing cyber security policy for the command that aligns with or is interpreted from DoD and DoN cyber security policies.
Experience leading the Life Cycle Management and Configuration Management of all networks, applications, hardware, and software associated with the command IT infrastructure.
Experience assessing the vulnerabilities of infrastructure systems based on skilled experience in DoD and Navy Policy, instructions, and enterprise cyber change orders.
Experience implementing measures to protect data from physical destruction or theft.
Experience developing policy and guidance and establish implementation and oversight plans to ensure compliance with risk management requirements. Ability to serve as the primary expert in all accreditation packages and must have the experience and skillset to navigate all types of accreditation packages to include complex scientific applications requiring unusual or customized IT and cyber requirements.
Experience serving as a technical expert on information assurance for a complex scientific networks and applications.
