This position is located in the Service Strategy and Portfolio Management (SSPM) Division of the Office of Consular Systems and Technology , Bureau of Consular Affairs (CA).The incumbent plans, leads, executes, and accounts for the Bureau' s Information Technology (IT) acquisition management strategy and contract inputs, outputs, methods, and tools.
Duties
Assists Division Directors and their Consular Affairs customers develop comprehensive statements of work.
Supervises the work of three or more IT Program Managers and /or Information Technology Specialists.
Develops, leads, monitors and evaluates a consular systems program management division.
Oversees and guides the development of program management guides and standard operating procedures.
Plans, coordinates and oversees the development and implementation of products and processes.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Leading others by setting the standards for the quality of work, even in the most difficult and/or high-pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
Customer Service - Using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify a team's work activities, processes, and practices to meet these needs; collaborating outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
Oral Communication - Clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
Problem Solving - Providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading projects focused on improved IT acquisition management, including applying best practices for marketing pricing analyses, developing and revising statements of work and performing procurement source selection
Experience providing staff guidance in the formulation of processes for contract oversight, including site visits and periodic project reviews
Experience supervising IT Program Managers, IT Specialists, Contract and Procurement Specialists who serve as CORs or GTMs responsible for acquisitions through large contractor workforce units
Experience developing and/or overseeing development of acquisition packages and project management approaches for complex acquisitions
Completed or enrolled in Digital IT Acquisitions Professional (DITAP) or equivalent Federal Acquisition training for procurement of IT/Digital Services
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
