Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Mission Support Division, Human Capital Group (Training) in Washington, DC.

Duties

You will provide oversight, expert advice as a lead analyst and program advisor to Office of Professional Responsibility (OPR) management and employees on all training related principles, concepts, laws, regulations, techniques, and guidelines. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075.00 (GS-14 Step 10). In this position, you will be performing the below duties: Oversees and ensures submission of the annual National Training Plan (NTP) requests for mission critical and employee development courses to increase cost forecasting, scheduling, and tracking. Oversees the maintenance of the annual OGE-450 Financial Disclosure filing for all required OPR employees. Oversees the management of the FLAP to ensure scheduling of listening and speaking tests for eligible employees is performed. Oversees the management of the CBP Self-Inspection Program (SIP), a platform for managers and supervisors to periodically review and evaluate their operations.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expert advice and guidance to management and employees on mission critical and employee development training courses Managing, planning and coordinating the annual Self-Inspection Program (SIP) for the office and providing guidance to higher level management; Providing guidance on career development projects and learning programs that will support employee career development and mission goals; and Analyzing various management processes and programs to identify inefficiencies or discrepancies and providing recommendations for improvements to increase efficiency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/18/2023.
